The primary purpose of this position is to serve as an (entry-level/mid-level trainee) in Telehealth as the program specialist. The incumbent is given a variety of developmental assignments in order to broaden skills and provide experience for progressively more complex assignments. The incumbent continues to gain experience and to develop their knowledge, skill, and abilities through the completion of more complex assignments and the exercise of increasing authority and responsibility.
Duties
Major duties include but not limited to:
Help clinical, administrative, and technical personnel with planning and development of new applications, development of effective evaluation methodologies, facilitating communications, and providing educational training.
Establish standards for equipment and technologies
Coordinate the development of policies and procedures which ensure compliance with National VHA directives and accrediting entities
Direct and perform all administrative functions that include administration, travel management, human resources management, budget and finance, management and program analysis, workload audit processes, business management, office support services, document control, logistics, and a variety of related administrative matters in support of the network telehealth program.
Prepare and contribute to reports and other presentations for program planning and evaluation.
Identify and propose solution to management problems which are of major importance to telehealth program directions.
Provide information guidance, and advice to staff members to ensure that such issues follow goals and views of leadership.
Administer budget for fund control points and serve as budget and financial advisor for the Salt Lake Telehealth facility telehealth coordinator (FTC) and staff.
Compile, formulate, and provide essential data for the annual budget forecast for submission to the Salt Lake VA director, based on studies of past expenditures, knowledge of service requirements, program plans and workload forecasts.
Maintain budget control records and assure that funds are used in accordance with the operating budget.
Serve as a liaison with the local servicing finance office in maintaining and reconciling budget allocations.
Exercise fund control authority and establish internal methods of control to ensure that funds are used according to operating plan. Advise the FTC of the status and availability of funds.
Process all vouchers with the appropriate office and carry out any needed follow-up, including travel vouchers for all office staff and vouchers for payment
Serve as the section Technical Advisor and Subject Matter Expert (SME) on all aspects of telehealth programs. This includes personnel management, performance appraisal process, employee awards, pay/leave administration, financial concern, training, travel and complex human resource management issues.
Administer equipment budget for several fund control points. Ensure that equipment requests are adequate, appropriate, and required for program operation.
Oversee a variety of administrative programs within the telehealth program, including distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets.
Develop and maintain an electronic correspondence tracking system and process to monitor and manage incoming actions and requests from initial receipt to completion, closeout and archival.
Provide ongoing training and assistance to new and incumbent personnel regarding telehealth policies and procedures.
Identify schedule/time required, and estimates resources required of travel arrangements for the telehealth staff to include hotel reservations, government vehicles and airline reservations.
Develop, evaluate, and modify organizational structure and-systems to achieve CCT program goals. Participate in the analysis and interpretation of workload and other data used in CCT clinic setup and planning.
Conduct extensive research and compilation of data from diverse sources. Extract and assemble information, conduct analysis and develop reports or presentations.
Identify and determine training priorities, conduct and administer training programs, develops and improves training guidance. May conduct classroom or other group setting instruction.
Discuss, investigate, and respond to employee grievances and dissatisfactions in order to resolve conflicts. Represent management at labor management meetings. Meet and negotiate with union officials.
Perform other duties as prescribed.
Work Schedule: Monday - Friday 7:30am - 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For GS-09:
Specialized Experience for GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a knowledge of areas including travel reimbursement, financial and budget management, and related administrative areas to ensure compliance with established policies, practices, procedures, and controls. Basic knowledge of management analysis principles and concepts; a thorough knowledge of Network and medical facility mission, functions, goals, and objectives; organizational structure and individual program responsibilities. Ability to foresee problems, perform studies, and recommend ways to improve work operations. A basic knowledge of telehealth specific administrative, business, coding, staffing, and financial management. OR,
Education for GS-09: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree OR,
Combination for GS-09: Applicants may also combine education and experience to qualify at this level. Only graduate level education may be used to qualify applicants for the GS-09 level.
For GS-11:
Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: helping clinical, administrative, and technical personnel with planning and development of new applications, development of effective evaluative methodologies, facilitating communications, and providing education and training; establishing standards for equipment and technologies; coordinating the development of policies and procedures which ensure compliance with National VHA directives and accrediting entities; coordinating with VISN personnel to maximize use of existing resources; experience with program management, program administration and support, and direction/long-range planning. Education for GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. or Ph.D. or equivalent equivalent doctoral degree. OR,

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers, some walking, standing, and bending. No special physical qualifications required.
