The Supervisory Court Programs Specialist position is located in the Department of Program Services (DPS), Courts Services Office (CSO), Programs Division. The CSO is responsible for the management of resources, programs, and services related to court administration and case management.

Duties

This position will report to the Chief, Court Services Office (CSO), Department of Program Services (DPS). The CSO seeks a self-motivated Supervisory Court Programs Specialist to serve as Chief of the Programs Division to oversee the coordination of a wide variety of court services. The position will primarily be responsible for policy development, support and assistance to courts, development, and procurement of software systems that support the programs, contract and budget management including accounts receivable and allotments of the Programs Division. The ideal candidate must have diplomacy, analytical and organizational skills, and demonstrated record of effectively collaborating with internal and external stakeholders. The duties of this position include, but are not limited to: Overseeing the Bankruptcy Noticing Center, Central Violations Bureau, Court Interpreting, Court Reporting, Electronic Public Access, Jury, Library and Legal Resources, and Records Management Programs. Ensuring that vendors develop, modify, operate, and maintain software systems that support the eight programs and enable courts to comply with statutory and policy requirements more efficiently. Overseeing the procurement and contract management efforts by contracting officer representatives (CORs) in the Division to ensure vendors provide services and goods in accordance with courts' needs and help courts carry out mission-critical services such as contracts for access to legal resources. Managing division staff who provide subject matter expertise to AO and court staff, Judicial Conference committees, and AO decision-makers on areas related to the eight programs and assisting courts in implementing laws and policies related to the eight programs. Staffing advisory and working groups related to the division's programs, presenting, and implementing recommended actions proposed by these groups. Establishing priorities, identifying solutions, developing short and long-term program and project milestones and timelines to accomplish division work. Overseeing program budget formulation and execution; and ensuring accurate allocation of funds among budget accounts and reprogramming funds within authority. Performing all facets of staff supervision, assigning, and reviewing work of staff, and conducting personnel actions (performance evaluations, awards, remediation, etc.) in coordination with AO management and AO Human Resources.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Supervising professional staff (assigning, delegating, and reviewing the work of staff) in a professional office environment; Directing or coordinating projects that maximize investments and increase efficiency; and Implementing policies and projects that improve efficiency and effectiveness of an organization.

Education

This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in business or a related field is highly desired.
