The FMS Team Lead in the Operations and Maintenance (O&M) Division, AMP-300, is a recognized subject matter expert in specialized areas and provides leadership for highly complex and challenging activities under the minimal direction of a manager. Leads a team of professionals as they oversee the ongoing operations and maintenance efforts, security services, janitorial services, mail and distribution services, solid waste services, emergency management, and secure communications at the MMAC.
Duties
The FMS Team Lead's responsibilities will include but are not limited to, serving as either the primary or alternate Contracting Officer's Representative (COR) on the O&M, Janitorial, Solid Waste, Mail Distribution and Security contracts. Development and assignment of responsibilities to the Facility Management Specialists, Program Analysts, Engineers, Facility Security Program Specialist, and other personnel within AMP-300 to ensure contract Quality Assurance Plans (QASP) are followed. Coordination with the Contracting Officers to ensure all contract documents are current which includes the Performance Work Statement (PWS) and contract modifications. Reviews all purchase requests to be accomplished by the service contractors and maintains division budget tracking sheets to ensure monthly budget allocations are met. Development, coordination, and submission of Chief Financial Officer (CFO) documents ensuring they are tracked and responded to during the new contract bidding process. Serve as the chairperson over Technical Evaluation Teams (TET) when working through the process of selection and award of new contracts. Responsible for the development of potential budget reduction initiatives to provide cost avoidances which will assist in meeting budgetary limitations. Prepares reviews and recommends approval of reports on projects, programs, and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Qualifications
To qualify at the FV-J (GS/FG 14/15 ) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (GS/FG 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.SPECIALIZED EXPERIENCE includes experience in planning ongoing operations efforts to operate and maintain facilities; serving as Contracting Officer's Representative (COR) on various contracts, e.g., Operations & Maintenance (O&M), Janitorial, Solid Waste, Mail Distribution and Security; experience coordinating contract documents which includes the Performance Work Statement (PWS), contract modifications and Contract Data Requirements List (CDRL); Experience developing budget reduction initiatives; planning, scheduling and coordinating preventative maintenance, trouble calls, vehicle maintenance, grounds and on-site operations of the O&M contractor; Experience implementing and operating mechanical and electrical systems designs that comply with the high performance sustainable building practices and designs; Experience managing optimal run time (ORT) schedules to assure building systems are operated at their highest efficiency.QUALITY RANKING FACTOR (QRF): A well-qualified candidate will demonstrate within their resume experience with one of the following:Experience coordinating facilities operation activities for multi-buildings and/or a mixed use campus complex.Applicants should provide examples of Specialized Experience in their Work History.
