Duties
As a Supervisory Program Policy Specialist, you will:
Supervises the work of assigned staff performing similar or identical tasks, including those performing support functions. The incumbent is responsible for performing tasks typically identified as supervisory in nature, including approving leave, assigning performance elements and standards, rating employees, etc.
Plan, direct, coordinate, review and, as required, perform the following functions:
Review the performance of mortgagees in the administration of insured and direct loans for single-family dwellings against Federal Housing Administration (FHA) servicing policies. Agency servicing objectives include the following: protection of FHA's interest in the insured mortgage; i.e., minimizing probability of mortgage terminating in default or the loss to FHA where default is unavoidable; encouragement of private investment in insured home mortgages; and adequate standards of fair dealing between the borrower, the lender and the general public.
Represent the NSC, SFAM, and FHA in industry and public meetings concerning the various FHA programs. The informing of counseling agencies, mortgagees, mortgagors, state entities, non-profit organizations, other federal-agencies (i.e., Veterans Administration - Small Business Administration - Internal Revenue Service), and the public on the technical phases of asset management activities. The interpretation of policies, regulations, and major operating procedures for private and public groups, congressional representatives, etc., to further the purpose of the National Housing Act as it relates to the management of FHA programs, and the U.S. Housing Act of 1937, as amended. The maintenance of excellent public relations.
Instruct and train housing counseling agencies on servicing procedures and on FHA's policies and procedures.
Service FHA approved counseling agencies. Assesses the ability of current counseling programs to perform comprehensive housing counseling programs, which includes financial management, mortgage default correction and understanding of FHA relief programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
-Experience in loan servicing and loss mitigation which includes but is not limited to contract administration, loss mitigation policy or operations and/or servicing policy; AND
-Supervising, leading, guiding or planning the work of a team or a project.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
