About the Position: Serve as the advisor to the Executive Director/Senior Contracting Official (SCO), Deputy Executive Director, other executives and all management officials of the Command regarding special interest items associated with pricing, source selection, competition management, contract administration oversight, property administration, procurement, related business systems, contract policy and procedures, other contract compliance related matters.
Duties
Serves as key advisor for strategic acquisition planning working other SMEs, and leading acquisition teams in the identification of the best acquisition strategies in regard to Operations and Continuous Process Improvement
Guides and provides assistance in construction of contract solicitations and evaluations criteria to achieve the best overall solution for the Government.
Conducts spend analyses on current buying and industry practices, ensuring Federal and other legislative regulations are adhered to.
Conducts studies, develops policies, procedures, and processes affecting broad and extensive activities related to acquisition and procurement matters that are of significant interest to the public and Congress.
Serves as a catalyst for procurement business process improvement and efficiency at the enterprise level, by interpreting and implementing changes in procurement policies and regulations for command dissemination.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- Must file a Financial Disclosure Statement, OGE, Form 450, upon entry onto the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional certification within 36 months as of entrance on duty.

Basic Education Requirement for 1102 Series:
Degree: A 4-year course of study leading to a bachelor's degree with a major in any field. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if A) You current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the NH-03/GS-13 grade/level which includes: 1) Providing to the command activities specific guidance concerning compliance with acquisition and administrative policies and procedures for the acquisition of complete weapons systems, command support services and commercial activities; 2) Resolving acquisition and administrative compliance problems, develops required response or corrective action; and 3) Managing highly complex issues related to policy guidance and critical operations planning.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13.
