This position is the senior staff assistant to the Associate Director, Patient Care Services, Beckley VA Medical Center. The office of the ADPCS encompasses Nursing Service, Sterile Processing Service, Food and Nutrition, Veteran Affairs, Education and Staff Development Service; approximately one third of the medical center total Full Time Equivalent Employees (FTEE) and is responsible for training programs through academic affiliations and the education and training of medical center staff.

Duties

Duties may include but are not limited to the following: Serves as administrative and health care system subject matter expert, responsible for the management of all ADPCS resources, budget, personnel, performance, compliance, quality, administrative activities, and workload. This requires the management and analysis of a wide variety of administrative data including budget data, cost and use data, workload and staffing data, turnover and satisfaction data, patient and provider data, and inspection findings. The incumbent The incumbent is an integral part of the Executive Leadership Team (ELT) for both the facility and the ADPCS. Participates in ELT meetings and efforts to include The Joint Commission (TJC), Congressional briefings, VISN meetings, external audits, etc., to ensure compliance within the ADPCS service line. Represents the ADPCS at medical center committees and other meetings that do not require clinical patient care decisions. Serves on various committees and management on-site meetings with other agencies and program officials. Delegated Project Manager of ADPCS; Contracting Officer Representative (COR); and Approving Official for Control Point purchases and Veterans Affairs Time and Attendance System (VATAS). Responsible for formulating plans and evaluating administrative management of the services and programs reporting to the ADPCS. Provides big picture analysis to the ADPCS, connecting seemingly unrelated data to establish root causes and determine improvement plans and actions. Makes and implements managerial recommendations to the ADPCS such as organizational improvements including changes in structure and delegations; efforts and actions to improve relations with the public, other agencies, other VA services and employees; cost control measures that do not impair overall operations and maintains realistic cost/benefit ratios; and policy and procedure changes to improve patient care delivery throughout the medical center. Ensures administrative readiness for TJC inspections and other accrediting bodies. Serves on and leads various TJC improvement teams. Evaluates ADPCS subordinate service administrative processes, practices, and performance for compliance with TJC, VISN Performance Measures and other agency standards. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting analytical studies on operational processes, issue topics, or related special projects. Possessing experience with recruitment/selection of VA staff and working knowledge of HR programs (HR Smart/MSS & e-performance). Tracking both routine and uncommon deadlines to ensure timely submission of responses and actions. Managing budgets and fund control points for expendable supplies, equipment (both capital and non-capital), assigned staff salaries, special projects, and equipment; working closely with senior management and others in reviewing, evaluating, interpreting, and implementing policies and directives. Reviewing program effectiveness and communicating findings to Executive Leadership. Possessing experience with change management and/or lean performance improvement. Independently investigating complex issues, analyzing problems, and presenting both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as walking, bending, standing, pulling, tugging, carrying items, and assisting personnel in wheelchairs. Most work can be done while seated, at a desk and computer keyboard. Frequent walking may be required for routine rounding. May travel to BVAMC Outpatient Clinics for employee education and training programs, as well as employee and community Town Hall meetings. .Work Environment: Work is generally in an professional office setting.
