Duties

Serves as advanced Outdoor Recreation Planner for one or more outdoor recreation programs. Responsible for analyzing, evaluating, and coordinating matters involving recreation planning, development, and use and ensures consistency with all existing regulations, policies, and directives. Coordinate recreation program activities with other BLM District and Field Offices, as well as local governments, other Federal agencies, private organizations, and the general public. Develop and maintain effective working relationships with academic institutions, advisory boards, non-governmental organizations, and interest/user groups concerned with public land management. Represent the Bureau at management and professional conferences, seminars, and other events for the purpose of exchanging information, presenting technical and policy information, and advancing advocacy for public lands stewardship. Research and reply to requests from special interest groups, and questions from the general public. May oversee the operation of public use sites, permit programs, concessionaire operations, facilities, etc. May recommend new signage, brochures, displays, and other public information materials, and/or the construction of new recreation facilities and structures.

Requirements

Qualifications

Individual Occupational Requirements: This position does have an Individual Occupational Requirement, please see below on how to qualify. Education Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. -OR- Experience Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns. Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs. Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve. Preparation or review of plans and programs for natural resource utilization and recreation area development. Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. For GS-07: In addition to meeting the individual occupational requirement, you must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) Researching and/or replying to requests from special interest groups, and questions from the general public regarding outdoor recreation programs. (2) Performing fact finding, analytical, or interpretive work to support assignments. (3) Analyzing data related to existing and potential recreation resources in order to identify prominent trends. (4) Preparing data summaries and basic drafts of supporting material for inclusion in resource study reports. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-09: In addition to meeting the individual occupational requirement, you must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) Researching and/or replying to requests from special interest groups, and questions from the general public regarding outdoor recreation programs. (2) Performing fact finding, analytical, or interpretive work to support assignments. (3) Analyzing data related to existing and potential recreation resources in order to identify prominent trends. (4) Preparing data summaries and basic drafts of supporting material for inclusion in resource study reports. -OR- Education: Related master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR an LL.B. or J.D. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-11: In addition to meeting the individual occupational requirement, you must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) Coordinating with managers, planners, and resource specialists to identify recreation program needs. (2) Monitoring studies and surveys, to identify trends and patterns in the development and management of recreation resources. (3) Conducting outreach to promote recreational opportunities on public land. (4) Representing an agency at management and professional conferences for the purpose of advancing advocacy for public lands stewardship. -OR- Education:A related Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR an LL.M. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking, hiking, standing, bending, carrying items such as books and backpacks, driving an automobile or off-highway vehicle, operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
