This position is organizationally aligned under the Experience Program (EP) and works
closely with all members of the health care team. As Program Management and Analyst
of the EP, responsible for informational needs and services to a broad range of
customers, including the Director's Office, senior management, program directors,
service chiefs, clinicians and administrative staff.
Duties
The purpose of this position is to collect, analyze and validate various data concerning the patient experience to include, but not limited to, Survey of Healthcare Experience of Patients(SHEP), Strategic Analytics for Improvement and Learning (SAIL), Veteran Signals (VSignals), to generate reports to benchmark or performance standards. Routinely analyze trends, propose process improvement and ensure capturing and communicating data analysis and trends to various Councils, Committees and Service meetings to include, but not limited to, the Best Places to work Committee. Provides advice and counsel to staff on data management capabilities and limitations. As well as the responsibility of administrative and operational management of the services and programs of the Experience Program. Responsible for the development, implementation and evaluation of the Experience Program budget, contract management, personnel management, and coordination of educational activities, oversight for administrative support for supply, equipment and procurement management. Responsible for procurement and serves as Contracting Officer Representative (COR) for contracts under the Experience Program. Provides administrative, technical, resource utilization and financial management of the administrative functions and operations of the service. Responsible for compliance with The Joint Commission (TJC) standards related to Environment of Care (EOC). Disseminates and/or collects information to and from administrative and clinical personnel concerning VA Directives, reports, policies, plans, procedures, methods, and actions of an administrative nature through all of the service settings of the Experience Program. Works closely with the Chief Experience Officer to ensure themission and vision of the NMVAHCS are met. The position may require work on weekends and non-administrative hours. Provides advice to management and program personnel on budgetary, finance, and regulatory issues. Develop mechanisms to build relationships with employees, including leadership development, career development and customer service.
Work Schedule: 7:30am-4pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods and techniques; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organization metrics; conducting detailed analysis of complex data; presenting recommendations and negotiating solutions to disputed recommendations; performance of data analysis to make sound judgments and conclusions; retrieve and manage data for the independent analysis of trending data; utilizing Microsoft Excel for analytical studies and statistical trending; utilizing Microsoft Word and PowerPoint to prepare written reports and/or presentation; evaluating and interpreting study findings in a manner that is understandable to others who may not be technically trained in statistical analysis techniques; making understandable, accurate and effective oral presentations to management groups, councils and committees.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. May be subject to stressful situations due to short turnaround timeframes required by requests from offices within NMVAHCS, including Executive Leadership. As such, this position demands emotional stability. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to NMVAHCS sites to present data. Work is typically performed in an adequately lighted and climate-controlled office. Work interruptions, by electronic/phone communication or visits from facility staff requesting information, may be stressful at times.
