The Office of General Counsel (OGC) serves as the chief legal advisor to the Commission and its various bureaus/offices. OGC recommends decisions in adjudicatory matters before the Commission, assists the Commission in its rulemaking and policymaking capacity, and performs a variety of legal functions regarding internal and other admin. matters.  The Deputy General Counsel serves as one of the principal advisors to the General Counsel and oversees its fraud, bankruptcy, and transactions team.

Duties

The Deputy General Counsel assists the General Counsel generally and on an as needed basis with respect to the following functions:

Requirements

  • US Citizenship.
  • Must submit a financial disclosure statement upon assuming the position.
  • Males born after 12/31/59 must be registered with Selective Service.
  • Serve a probationary period of one year, if applicable.
  • Suitable for employment as determined by a background investigation.
  • Drug Testing Required.

Qualifications

Leadership Competencies:  Partnering; Political Savvy; Influencing/Negotiating NOTE: Those applicants currently serving under a career Senior Executive Service appointment, who are eligible for reinstatement into the Senior Executive Service, or who have successfully completed a Senior Executive Service Candidate Development Program approved by OPM, need not submit a narrative statement covering each of the Executive Core Qualifications. However, those applicants must address the following Mandatory Technical Competencies.MANDATORY TECHNICAL COMPETENCIES: All candidates must submit a narrative statement (as reflected in your answers to the Vacancy Questions or upload as a separate document) addressing each of the following Technical Competencies. Experience that demonstrates an ability, knowledge and skill in analyzing legal and policy implications of a wide range of communications, statutory, administrative, and constitutional law issues which includes an extensive comprehensive and relevant knowledge of Federal, State, local laws and court decisions, Comptroller General decisions, and similar policies and procedures. Experience that demonstrates the ability, knowledge and skill in analyzing Fraud, Bankruptcy, Transactions, and other complex legal and policy matters of a wide range of communications, statutory, administrative, and constitutional law issues which includes an extensive comprehensive and relevant knowledge of Federal, State, local laws and court decisions, Comptroller General decisions, and similar policies and procedures. Demonstrated knowledge of federal regulatory practice and administrative procedures, including but not limited to the communications field, and how the legal, technical and policy issues are integrated in rulemaking and policy recommendations. Demonstrated knowledge and experience with the principles and practices as well as the administrative laws, regulations and policies applicable to the administration of a Federal agency in order to analyze and recommend improvements in management and operational policies and procedures. Experience in providing legal advice/counsel to senior leadership on controversial issues of the highest priority/visibility while coordinating, managing, and participating with internal and external teams to meet targets, achieve maximum productivity, and effective service to the public.

Education

You must meet the minimum basic educational requirements for Attorney positions. Applicants must possess a law degree (J.D. or LL.B) from a law school accredited by the American Bar Association and be a member of the bar in good standing of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico, or a federal court of general jurisdiction.
