This position is located in the Department of Homeland Security, United States Coast Guard, Civil Rights Directorate, Equity, Policy & Compliance Division located in Washington D.C.   

Duties

The incumbent will serve as a subject matter expert for the Coast Guard's Affirmative Employment Program (AEP) for civilian personnel, to include helping to put together and analyze the Equal Employment Opportunity Commission's (EEOC) Management Directive 715 (MD-715) reporting. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.   • A one year probationary period maybe required.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. GS-12 - You qualify if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Specialized experience must include: Advising management about deficiencies in civil rights programs and barriers to equal participation by various groups in the workforce along with providing solutions and action plans for implementation to support affirmative employment; AND Conducting analyses, studies or reviews to identify and address equal employment and civil rights issues in deployment of MD-715; AND Assisting with planning EEO program activities related to barrier analysis and/or affirmative employment; AND Analyzing workforce data to prepare and managing EEO statistical reports, i.e. MD-715. A Quality Ranking Factor (QFR) is job related skills, knowledge, or abilities that are expected to significantly enhance performance—but are not essential and applicants will not be ranked ineligible for not having a (or the) quality ranking factor(s). Quality Factor: Experience working with federal civil rights statutes and program requirements, specifically Title VI of the Civil Rights Act of 1964 is preferred. NOTE: Education can/cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
