About the Position: The Ombudsman serves as the Integrated Conflict Management System (ICMS) Program Manager and the neutral party for dispute resolution and conflict management for Defense Language Institute, Foreign Language Center and principal advisor to the Chief of Staff's Office.
Duties
Provides impartial, neutral, independent, and confidential resource allowing civilian employees, Faculty Staff and multi-military department to include foreign language students to raise areas of concern or complaints for resolution.
Fosters effective communication and understanding throughout the organization allowing Defense Language Institute Foreign Language Center leadership to remain focused on mission.
Develops and recommends risk mitigation strategies and improvement to the work environment of Defense Language Institute Foreign Language Center, Chief of staff.
Receives inquiries and issues from employees and provides a neutral and confidential perspective on work-related issues and problems.
Provides an informal appeal process for disputes with minimal or no confrontation.
Assist in formal investigations by gathering and analyzing background information to identify causes of misconduct or poor performance.
Provides accurate and timely guidance to request for information received from various inquires and sources.

- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience for GS-12: I have one year of specialized experience to the GS-11 level in the Federal Service which includes experience 1) Advising managers and supervisors on Equal Employment Opportunity principles, laws, regulations, and policies 2) Receiving and processing formal complaints to include acceptance and dismissal decisions 3 Identifying concerns to assist management in determining causes and developing strategies for resolution. This definition of specialized experience is typical work performed at the next lower grade level in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
