Duties

Manages Special Emphasis Programs which may include the Program of Federal Women, Hispanic Employment Program, Black Employment Program, Disability Employment Program, LGBTQI+ Program, and other related programs as described in EEOC regulation. Assists in development and implementation of the Affirmative Employment Program Plan (MD715) by reviewing personnel and management policies and practices to identify barriers to full representation and utilization of constituent groups. Maintaining comprehensive working knowledge of related statutes, regulations, policies, and procedures affecting assigned areas. Ensuring work conforms to statutes, regulations, policies, and procedures and is completed within established timeframes. Providing advice and guidance concerning statutes, regulations, policies, and procedures. Analyzing workforce statistics of assigned organizations to determine participation rates of minorities, women, and persons with disabilities in grades and job series. Developing, planning, coordinating, reviewing, monitoring, evaluating, and updating assigned program activities. Analyzing management practices, organizational structures, employment patterns, lines of progression (career ladders) to determine their impact on equal employment opportunity. Conducting investigations to identify underlying causes of systemic problems and develops recommendations for changes in emphasis of EEO programs, changes in operational plans and policies, and other types of causal factors.

Qualifications

To qualify for an Equal Employment Specialist your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Familiar with the Equal Employment Opportunity (EEO) program for an organization applying laws, principles and regulations advising managers regarding the Affirmative Employment Program (AEP), Alternative Dispute Resolution (ADR) and/or Reasonable Accommodation (RA) in accordance with law, regulations, and directives; processing and managing EEO complaints of discrimination. Analyzing workforce demographics and diversity data to promoting equal employment. Assisting with developing specialized briefings, orientations, and training. Reading, interpreting, and applying Federal personnel regulations in daily work. to include staffing, recruitment, and workforce representation. Familiar with providing advice to management and employees or applicants on legal and procedural processes and or employment matters. Developing and conducting employment training. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
