This position is located within the Nursing Operations/Primary Care Service line with the VA Salt Lake City Health Care System (VASLCHCS). The incumbent serves as the Administrative Officer of Nursing Operations and is responsible for administrative management work primarily concerned with providing, securing, and negotiating for the resources or services needed to manage and support the outpatient clinics under the Chief Nurse of Primary Care within the health system.
Duties
Major duties and responsibilities include:
Oversees and facilitates the administrative management for Primary Care as the Administrative Officer of Nursing Operations.
As the senior administrative position, the incumbent is responsible for the day-to-day administrative operations for Primary Care Nursing Services. Coordinates assigns and oversees the timekeeping and any Program Support Assistant positions to ensure continuity of operations.
Manages the incentive awards program.
Carries out Equal Employment Opportunity policies and program activities.
Develops indicators, monitors and compiles data collection and analysis, and corrects actions and preparation of related reports
Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters.
Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division.
Participates in regular meetings with leadership and other senior members to address administrative management issues, resolve problems and provide recommendations for correcting or improving processes and programs.
Serves as the department Contracting Officer's Representative (COR) and maintains and practices fiscal responsibility.
Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures and position management for the Service.
The AO oversees and recommends strategic direction, business planning, program development, quality management, organization, and implementation of Primary Care Nursing Service programs to derive efficient and effective operations, often working across department lines.
Reviews, interprets and provides recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all Service operations.
Participates in the planning for budgeting needs and financial management for as the Administrative Officer of Nursing Operations, Primary Care Service.
Attends budget calls, reviewing guidelines and instructions in order to brief managers of schedules and data requirements.
Coordinate with the Associate Chief Nurse, Patient Care Services to control purchasing and use of supplies.
Reviews office needs in order to plan and develop budget data and justification for review and approval.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09.. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. (Transcripts required).

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. (Transcripts required).
Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience includes: Working with budget, human resources, correspondence management, contract management, document control, etc.) and methods, as well as substantive issues relating to service operations and efficiency. Conducting in depth studies and analyzes a wide variety of programs, functions, and processes in clinical and administrative fields, conducting evaluative analysis and making recommendations.

To qualify based on education for this grade level you must have Ph.D. or equivalent doctorial degree or 3 full years of progressively higher level education leading to such degree or LL.M., if related. Physical Requirements: The work is primarily sedentary, but occasional standing, walking, stooping, bending, and carrying items weighing 25 pounds maybe required. Assignments may occasionally involve longer periods of standing, bending and stooping to observe and facilitate group projects or activities.
