This vacancy is for a Supervisory Information Technology Specialist (SYSTEMS ANALYSIS) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. This Job Opportunity Announcement may be used to fill other Supervisory Information Technology Specialist (SYSTEMS ANALYSIS), 2210, 15, FPL GS-15 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

Provides programmatic leadership, oversight, guidance, prioritization, and supervision of all technical programs. Plans and implements system integration and various testing operations for assigned software and ensures coordination of those activities with other programs within the organization. Provides management oversight and technical expertise in support of demographic survey production processing systems for frames and samples processing. Provides direct and indirect supervision of IT support staff.

Qualifications

For GS-2210 all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the basic requirements above, applicants must also demonstrate specialized experience below: Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: Planning, directing and coordinating the development, preparation and implementation of technical operational specifications involved in the creation of post-data collection survey processing systems, including data cleaning, editing, imputation and weighting and creation of public use data files and other related products for demographic surveys; planning and monitoring electronic digital computer systems processing and maintenance; leading efforts to modernize systems in coordination with overall agency or company IT initiatives or goals; and providing advisory services, operational oversight and overall leadership to IT support staff and lower level IT supervisory staff. There is no education substitute for specialized experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
