This position is located in the Division of Administration, Acquisition Services Branch of the Federal Deposit Insurance Corporation and manages the Corporation's acquisition lifecycle from planning through solicitation, evaluation and award to administration and compliance. Duties

Execute/promote timely responses to general vendor requests where appropriate, including from new entrants, women and minority owned businesses and small businesses; collect, maintain, and perform analysis on procurement data as it relates to contracts awarded small businesses in general; work with the internal stakeholders to drive practices that improve communication with vendors. Review and update, as appropriate, the FDIC’s Vendor Communication Plan to improve interaction throughout the acquisition lifecycle; perform outreach activities to assist program and acquisition personnel develop strategies for engaging potential vendors that can provide capabilities necessary to achieve agency missions. Design, implement, and manage a Supplier Performance Management function to identify supplier performance trends and develop an enterprise response to the trends. Conduct supplier segmentation of vendors currently doing business with the FDIC to include spend, growth, mission criticality and size or socioeconomic status; analyze segmentation to determine critical suppliers, strategic suppliers, transactional suppliers, or where the FDIC might be over relying on particular suppliers. Define, identify, and expand use of supplier data analytics to make more informed supplier management decisions. Serve as the Contracting Officer, in the event of financial crisis or other emergencies as required, for projects of the most complex or sensitive nature from preparation and issuance of appropriate pre-solicitation to contract administration documentation. Directs a full range of contract administrative actions to include, but not limited to, conducting debriefings/post award conferences; issuance of modifications, negotiations of changes, monitoring contractor performance, and other administrative activities.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements: At least 4-years’ experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. Specialized Experience: In addition to the Basic Requirements, to qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is defined as directing and managing all phases of the procurement process, from solicitation to contract closeout, in order to serve as key advisor on the acceptability and applicability of contractual matters.  YOU MUST PROVIDE ALL TRANSCRIPT(S) (unofficial copy is acceptable).
