This is a senior position within the Office of Management Services. The incumbent will work independently, and as a team member, under the general supervision of the Space Management Lead. The employee will serve as a technical authority on space management, managing multiple projects, that vary in size, scope, cost, & priority. Assignments performed by the incumbent are in direct support of FHWA's major program areas and are designed to strengthen the capacity of FHWA to deliver its program.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. For the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience providing oversight and technical guidance on space issues which may include rent budgeting, space requirements development and analysis, space acquisition, layout review, project management and relocation coordination.
You cannot use education to qualify at this grade level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Knowledge of the principles of federal space management. Knowledge of Federal Laws, GSA Regulations, Departmental directives and administrative policies and practices pertaining to facilities and space management.
Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
