Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** These positions involve a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-05 and GS-06 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties include, but are not limited to, the following: Reviews personnel documents for proper application of pay regulations and consistency of input in the actions of appointments, promotions, pay adjustments, re-assignments, awards, and separations; Reviews authorization documents and codes the appropriated data for input into an integrated Human Resource and Fiscal automated system; Adjusts leave balances due to incorrect posting of time and attendance cards, receipt of corrected timecards, etc.; Processes tax levies and collections of other debts due the United States government; Reviews electronic time and attendance cards of a diversified workforce covering a variety of different types of appointments and employment situations; Computes and codes pay adjustments; Trains timekeepers; Responds to written and verbal inquiries from employees and supervisors; Prepares all required payroll reports; Maintains payroll records for all employees; Performs duties of the Control Point Activity; Performs other duties as assigned Work Schedule: Monday-Friday; 8:00am-4:30pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Financial Disclosure Report: Not Required

Qualifications

To qualify for this position at the GS-5 level, you must meet the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Civilian Pay Technician at a development level, and that is typically in or related to the position to be filled. Specialized experience includes processing and verifying payroll transactions; knowledge of timekeeping procedures; ensuring accurate and timely pay for employees; applying an organizations' pay and leave policies to ensure accurate transactions; and using a computer to process payroll transactions and perform associated administrative duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. To qualify for this position at the GS-6 level, you must meet the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Civilian Pay Technician at a development level, and that is typically in or related to the position to be filled. Specialized experience includes performing payroll and/or timekeeping duties such as extracting and entering data; reviewing payroll records/documents and making computations; reviewing and researching pay and leave issues; answering pay questions and explaining payroll requirements; preparing reports, memoranda and other correspondence using various computer software applications. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. To qualify for this position at the GS-7 level, you must meet the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Civilian Pay Technician, and that is typically in or related to the position to be filled. Specialized experience includes performing a full range of payroll and timekeeping duties including applying pay and leave regulations for multiple schedule types and pay schedules; verifying accuracy of payroll; calculating overtime, premium pay, etc.; preparing time and attendance/payroll information for reporting purposes; and utilizing pay systems. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CompensationCustomer Service (Clerical/Technical)Employee Benefits IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work is primarily performed while sitting, but requires some walking, standing, carrying of light objects, and occasionally driving an automobile. Work is primarily performed in an office environment with visits necessary to other areas for audit purposes or to provide training or assistance to timekeepers and supervisors.
