The Maintenance Engineer responsible for project planning, producing designs, managing designs and construction, and providing construction administration for Minor Construction Projects, Non-Recurring Maintenance (NRM) Projects, Station Level Projects, and Leases. Employee also completes equipment planning and management and PM and Corrective Maintenance program development, standard operation procedure development, coordination of Building service equipment improvements and maintenance.
Duties
Major duties include (but are not limited to):
Planning, design, and overseeing of major healthcare system projects;
Providing engineering support to the assigned healthcare system and is responsible for maintaining construction specifications and drawings, maintaining technical reference library of codes, standards, and other regulations which are applicable to the engineering construction industries Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), American National Standards Institute (ANSI), and others.
Serving as the Integrated Project Team (IPT) Chairperson, comprised of diverse and multi- discipline professional team members, consisting of internal and external stakeholders, and is a recognized expert in project management.
Conducting capital asset and infrastructure planning and design for the medical facility spanning initial strategic planning, concept development, design, construction, and effective implementation of complex buildings, utilities, and medical support systems;
Managing healthcare engineering project design and administers construction in accordance with VA policies and procedures, VA Design Guides, VA Design Manuals, VA Master Specifications and related industry codes and standards.
Performing healthcare engineering project construction management and post project activities while ensuring continuity of building and utility services for medical facility operations.
Assisting in the provision of a continuing education program for clinical staff and maintenance personnel addressing the principles and application of building and utility systems in the delivery of health care.
Developing, submitting, and updating recommendations for building equipment life cycles, building inventory and replacement plan for building service equipment at SLVHCS.
Training the facility maintenance staff on new equipment or complex utility systems to ensure the staff have the comprehensions, qualifications and understanding of the systems to maintain and operate.
Managing and dealing with constantly changing priorities and deadlines based on engineering workload
Coordinating all major utility shut downs and building service equipment maintenance and inspection events.
Determining the requirements for healthcare projects in relation to the needs of the Healthcare System, inclusive of the parent site, as well as off-site locations under the auspice of the Healthcare System, whether VA owned or leased
Developing initial concept documents, creates and maintains project and lease applications and entries in multiple VA database systems, such as the Veterans Support Service Center (VSSC), Strategic Capital Investment Planning Tool, and Capital Assets Inventory.
Coordinating construction activities for a wide range and variety of interrelated systems and services
Applies a broad knowledge of methods, precedents, and standards to significantly diverse and intense work complexities.
Ensuring successful project execution the incumbent communicates with multiple individuals and groups from outside the agency, including federal officials, state officials, city officials, consultants, contractors;
Utilizing independent seasoned engineering judgment in evaluating and performing scheduling and layout of operations, inspection, and surveillance of materials, methods, and equipment used in construction.
Preparing correspondence, technical reports, estimates, fact sheets, progress reports, schedules, progress payments, and close-out documents as required to complete project assignments.
Performing scheduling and layout of construction operations, and inspection and surveillance of materials, methods, and equipment used in construction
Providing project management for the planning, construction design reviews, construction and equipment installation including, but not limited to: cardiac catheterization laboratories, operating rooms, pharmacy compounding suites, sterile processing facilities, radiology suites, and computer systems

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Language. To be appointed under authority of 38 U.S.C. chapter 73 or 74, serving in a direct patient-care capacity in the Veterans Health Administration (VHA), applicants must be proficient in written and spoken English
Education. Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Or
Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree.
Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score. Or
Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.
Grade Determinations: GS-07 None beyond basic requirements
Assignment. At the entry level, Healthcare Engineers serve in a career development position, performing under close supervision of a supervisor or qualified individual who reviews and ensures the employee meets competency requirements. At the entry level, they perform general healthcare engineering assignments to gain knowledge and experience necessary to support engineering operations, project management and compliance. Developmental assignments include, but are not limited to, assessing healthcare facility programs and making recommendations to assure compliance with relevant regulations, guidelines and standards; applying engineering and code related knowledge to support the operational
engineering requirements of the healthcare system; and preparing material on current technical topics and trends for presentation to the supervisor.
Grade Determinations: GS-09
Experience or Education. Candidates at this level must meet one of the following:
(a) One year of experience equivalent to the next lower grade; OR
(b) Master of Engineering degree or Master of Architecture degree or Master of Science degree in Engineering or a related field of study as outlined in paragraph 3.b.(1); OR
(c) Bachelor's degree as outlined in paragraph 3.b.(1) plus two full years of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the
core competencies for GS-09 level assignment.
Knowledge, Skills and Abilities (KSAs). In addition to the experience or education above, the candidate must demonstrate the following KSAs:
Knowledge of the principles, theories, concepts and practices of the engineering profession.
Ability to interpret relevant codes, regulations, guidelines and standards to make recommendations to assure compliance with healthcare facility programs.
Ability to understand the operational professional engineering needs of clinical services in the healthcare system.
Ability to prepare material on current technical topics and trends for presentation to other technical staff and mid-level hospital management and to keep abreast of changes in engineering
Ability to prepare material on current technical topics and trends for presentation to other technical staff and mid-level hospital management and to keep abreast of changes in engineering technology related to a healthcare facility.
Assignment. At the developmental level 1, Healthcare Engineers receive guidance from more experienced staff members and require frequent and direct supervision. Employees complete technical assignments in the engineering field as assigned by senior Healthcare Engineers and may be required to rotate through, and participate in, the operations of other hospital services. At the GS-9 grade level, employees function in a developmental capacity with oversight by a supervisor for more complex assignments.
Grade Determinations: GS-11
Experience or Education. Candidates at this level must meet one of the following:
(a) One year of experience equivalent to the next lower grade; OR
(b) Ph.D. or equivalent doctoral degree in Engineering or a related field
of engineering as outlined in paragraph 3.b.(1); OR
(c) Master of Engineering degree, Master of Architecture degree, Master of Science degree in Engineering or a related field of study as outlined in paragraph 3.b.(1), plus 1 full year of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment OR
(d) Bachelor's degree as outlined in paragraph 3.b.(1) plus 3 full years of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment.
Knowledge, Skills and Abilities (KSA). In addition to the experience or education above, the candidate must demonstrate the following KSAs:
Knowledge of either mechanical, electrical, structural, civil or other engineering/architectural principles, practices and their applications in the healthcare environment.
Knowledge of basic project management principles as applied to the healthcare setting.
Ability to apply healthcare engineering related standards, codes, policies and regulations, inclusive of, state and local codes.
Ability to communicate effective orally and in writing with internal and external customers with tact and diplomacy.
Ability to develop material for clinical or administrative staff that addresses the principles and application of engineering technology and/or theory used in healthcare.
Ability to advise staff on emerging engineering technology related to a healthcare facility, while keeping abreast of changes in such technology and utilizing the information to solve healthcare facility engineering challenges.
Assignment. At developmental level 2, Healthcare Engineers function on a semi-independent basis with limited oversight by senior Healthcare Engineers. They conduct audits and inspections of worksites to assure compliance, prepare reports and findings, devise solutions and implement corrective actions with limited oversight. They perform project management related to the healthcare setting with limited oversight
Education
Grade Determinations: GS-12 One year of experience equivalent to the next lower grade.
Knowledge, Skills and Abilities (KSAs): In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs
- Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment.
- Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering.
- Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards.
- Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures.
- Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.
- Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms.
Assignment. Employees at this level serve as Healthcare Engineers at the full performance level. They work independently, under general supervision with wide latitude to exercise independent judgment. Healthcare Engineers demonstrate intimate grasp of high order healthcare engineering and capital subject matter. They serve as institutional resources for healthcare delivery processes and systems, working extensively with clinical stakeholders, acquisition staff, contractors and executive leadership by leading healthcare engineering programs, technology assessments, integration planning and implementation of both current and emerging technologies. Healthcare Engineers support the delivery of healthcare to Veterans by contributing to the education of clinical staff, planners and leadership to ensure safe and efficient healthcare delivery. Healthcare Engineers plan, execute and document highly complex, multi-faceted healthcare facility construction projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. They identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures, as it relates to the healthcare environment.
Preferred Qualifications:
- FEC I certification at a minimum
- COR Level I certification or equivalent at a minimum
- A minimum of 2 years of project management experience
- A minimum of 2 years of contract experience with maintenance contracts
- A minimum of 2 years of contract experience with services contracts
- A minimum of 2 years of contract experience with construction contracts
- Proficient in Microsoft Word, Excel, Powerpoint, PowerBI, VISIO
- Proficient in Maximo or other electronic work order systems
- A minimum of 2 years of healthcare/hospital engineering experience
- Proficient in AutoCAD and Revit
- Experience with TJC and VA Compliance documentation

The full performance level of this vacancy is GS-12. Candidates may be selected from the GS-7 level up through the GS-12 level.
Physical Demands: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
Work Environment: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather.
