Duties

SUMMARY continued: GS-05/07/09: This is a developmental position with known promotion potential to the target position of Human Resources Specialist (PLACEMENT), GS-0201-11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document. GS-11: The primary purpose of this position is to execute policy and guidance for the Reduction-In-Force process for all installations serviced by the Air Force Personnel Center within established timelines, ensuring compliance with laws and regulations governing the administration of RIF. DUTIES: Conducts reduction-in-force (RIF) in assigned organizations. Provides management advisory services concerning the Reduction in Force (RIF) process to support Civilian Personnel Flights (CPFs) in their responsibility to provide up front RIF planning and counseling and information to employees, supervisors, managers and others for issues associated with RIF entitlements and rights. Participates with base level CPF specialists in managing the workload associated with the CS&P program to include not only managing the associated RIF activity, by for the installations serviced, serving as the AFPPC/DP2 local point for surge hiring requirements for specific activities and/or job series. Prepares necessary correspondence documentation, completes reports, etc. Prepares and presents briefings.

Qualifications

This is a developmental position; this position may be filled at the GS-05-Target-GS-11 grade level. The individual selected for the GS-05-Target-GS-11 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-0201, Human Resources Management Series. SPECIALIZED EXPERIENCE FOR GS-05: Applicants must have at three years of progressively responsible general work experience with one year of that experience equivalent to the GS-04 grade level, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: Successful completion of a four (4) year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of human resources management (HRM) practices, methods, regulations, and principles or concepts to advise on and/or resolve limited technical projects. Position typically requires analytical and writing skills used in connection with general HRM subjects and techniques. Knowledge of a general body of HRM rules, procedures, or operations to perform a wide variety of interrelated or nonstandard administrative work. Knowledge of locally established program objectives, priorities, and practices sufficient to initiate, plan, and coordinate a series of interrelated administrative activities. OR EDUCATION: Successful completion of one (1) full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education, or a subject area related to the position and am claiming Superior Academic Achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR GS-07: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and practical understanding of federal human resources management (HRM) functions, theories, techniques, and the relationship of the various HRM disciplines. Knowledge of, and skill in applying HRM methods, principles, practices, laws, executive orders, regulations, policies, and concepts pertaining to staffing, reduction-in-force, and occupational analysis. Knowledge of all aspects of RIF laws, executive orders, regulations, policies, and procedures. OR EDUCATION: Successful completion of a master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related, in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. Knowledge and ability to provide technical advisory serviced and to perform planned systematic studies to identify long and short-range staffing needs of an organization. OR EDUCATION: Successful completion of aPh.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M., if related, in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS-05/07/09:
1. Knowledge of basic principles of the classified titled or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.

GS-11:
1. A working knowledge and practical understanding of federal personnel management functions, theories,
techniques, and the relationship of the various personnel disciplines.
2. Working knowledge of and the ability to apply laws, executive orders, regulations, policies, and concepts pertaining to staffing, reduction-in-force, and Occupational analysis.
3. Knowledge of all aspects of RIF laws, executive orders, regulations, policies, and procedures.
4. Knowledge of automated data processing functions, techniques, and capabilities and the ability to assimilate and
translate the logic of personnel management to the data systems.
5. Ability to gather and analyze facts, and use effective, analytical, and evaluative methods to accurately assess
information and make sound decisions.
6. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems
or questions relating to work. Knowledge of and skill in Total Quality principles, practices, methods, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
