This position is in the Office of Acquisition, Logistics and Construction (OALC), Executive Review and Strategic Engagement Division. This division ensures the quality and accuracy of the information that is submitted for approval or concurrence of the Principal Executive Director. Additionally, it provides communications counsel and expert advice to the Principal Executive Director and other key executives in OALC.

Duties

The incumbent serves as the Senior Communications Specialist in the Office of Acquisition, Logistics, and Construction (OALC).an expert Communications Strategist in OALC. The incumbent provides full and complete support to all OALC echelons to include the Principal Executive Director (PED), Deputy Principal Executive Director and other OALC Senior Executives and the Executive Assistant to the Director, and other key executives on a wide array of communication issues and documents, both internal and external to OALC. The Communications Specialist has overall responsibility for planning, managing, and evaluating a broad array of communications services, providing direct support to the OALC Principal Executive Director and other senior officials as well as to OALC Headquarters and field operations. The responsibilities include, but not limited to: Directs the development of OALC strategic communications and marketing plan; disseminates key messages and official positions on issues; promotes VA/OALC mission, vision and activities. Provides counsel to senior leaders on strategic communications issues; coordinates communications between the OALC component offices, senior leaders, and key stakeholder groups. Leads / assists in OALC / VA culture change initiatives through relevant, ongoing internal / external communications initiatives/activities. Research, write, and edit an array of communications products, including newsletters, new releases, presentations, web and digital content, articles, talking points, speeches, etc. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 12/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. You may qualify based on your experience alone, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop, implement, and evaluate communication strategies; gather and analyze various forms of data that will impact strategic planning for communication.; Establish comprehensive internal and external communications plans; Oversee development of news articles; Develop organizational statements for the various monthly celebrations/commemorations; Develop media materials to enhance the awareness of business lines for ongoing projects; Develop key organizational messages and tool kits for dissemination to various audiences; Develop methods, assessments, and plans for establishing and advancing the corporate identity; Develop campaigns about CFM's programs; participate in relevant professional committees, and task forces ; analyze studies and prepares specialized reports. CommunicationsPlanning and EvaluatingStrategic ThinkingWriting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort maybe required. Selected applicants will be required to complete an online onboarding process.

There is no educational substitution at this grade level.
