This position is located in the office of the James A. Haley VA Hospital, Tampa, FL, Chief, Environmental Management Service (EMS), which provides support for Outpatient Clinics, Community Based Clinics, Outreach Centers, Domiciliary, Mental Health Building and Polytrauma Building. EMS is a high profile organization consisting of approximately 213 full time employees.
Duties
Duties of the position include but not limited to:
Assists in the preparation of budget estimates covering projected annual operating expenses for the Environmental Management Service (EMS).
Provides cost estimates on expenditures for the previous fiscal year in planning for the new budget and fiscal year based on invoices paid on contracts.
Prepares spreadsheets and tracks dollars spent for all EMS contracts.
Reviews all monthly orders and makes adjustments, as necessary, to conform to budgetary limitations.
Maintains accurate, current records and keeps Fund Control Point Officials informed of the status of orders.
Purchases supplies, equipment, and services through open market purchase by blanket agreement, cash or field purchase order, or similar methods.
Primary technical liaison between contracting and the contractor for all leased spaces.
Other related duties as assigned.
Work Schedule: MONDAY through FRIDAY, 7:00AM to 3:30PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: research or investigate problems or errors that require reconciling, conducting extensive and exhaustive searches for required information, knowledge of a body of accounting regulations and policies related to the VA financial management functions, knowledge of the principles and procedures of budgeting, knowledge of a variety of accounting areas and their relationship to other functions to research, knowledge of funding limitations and policies.
