This position is located at the United States Department of Agriculture (USDA), Office of Human Resources Management, Human Resources Operations Division with one vacancy in Washington, DC.

Duties

Manages the planning, development, enhancement, and maintenance of the employee benefits, compensation, and performance management programs for DA. Provides authoritative advisory services and develops authoritative policy interpretations. Develops strategic plans and evaluation criteria for integration of benefits, retirement, compensation, and performance management issues into a strategic planning process. Provides supervision to a subordinate staff of primarily GS-13 HR Specialists. Serves as the agency expert consultant and advisor in the area of benefits, retirement, compensation, and performance-based personnel actions. Serves as a senior advisor on issues related to Federal benefit laws and Thrift Savings Plan, The Civil Service Retirement System and the Federal Employees Retirement System regulations, requirements, and processes. Provides policy interpretation and works with legal advisors to assist in developing DA case strategies and preparing and reviewing documentation associated with adverse action cases that must be defended before third parties. Provides advice to senior management on employee benefits and retirement programs, including budget, administration and management of resources.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: At the GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience leading and managing human resources programs related to complex compensation, employee benefits/retirement and performance and awards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no education substitution for specialized experience at the GS-14 grade level.
