This position is organizationally aligned under the Office of the Chief of Staff in the Clinical Informatics and Medical Technology (CLIMET) Section, Management Analysis and Reporting Services (MARS) Program, at the Clement J. Zablocki Medical Center, Milwaukee, WI (695) - a Level 1a Complexity VHA Facility. The operational scope of the position, duties, and work assignments supports Facility Executive Leadership System Redesign initiatives and works closely with the VISN 12 System Redesign program. The position works with Facility leadership and staff to build a culture of innovation and Lean thinking to empower employees in action through training of system redesign related competencies.
Major Duties:
Supports developing a national level strategy for innovation and Lean thinking, including helping to lead and stand-up programs, processes, policies, and infrastructure to support innovation across the VA. Creates a facility-level System Redesign (SR) program segment that encourages creative thinking, innovation, collaboration and transparency.
Develops and executes a facility-wide communication plan in coordination with local Public Affairs to promote a culture of innovation and Lean thinking i.e., presenting at employee town hall meetings, leadership briefings, or service line briefings.
Manages the employees' SR project proposal process by coaching them through application, and a mentoring them through certification.
Determines Yellow and Green Belt project eligibility using formulas and methodology and established eligibility criteria.
Conducts program evaluation, including monitoring and assessing project performance, and establishes performance measures for assessment of impact and value to the organization.
Conducts post-project reviews and analyses to identify management, financial, and administrative issues. Reviews and analyzes each application, along with complete portfolio analysis and review of the results and themes distilled from applications to evaluate which projects to fund and support.
Conducts risk assessments and business reviews of innovation proposals and projects at sites.
Develops and executes training activities to VA employees at the facility and national level surrounding innovation-related competencies, such as design thinking, entrepreneurship, and innovation value creation.
Serves as a project leader and data analyst, and is assigned broad complex projects which involve project development, application of various improvement methodologies, data mining, and in-depth analysis using statistical models, formulating recommendations and plans for improvement, and is responsible for presenting reports and on-going work to facility leaders.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic - Individual Occupational Requirement:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to the Individual Occupational Requirement as stated above the following is the experience or education requirement to qualify for this position at the GS-12 level.
GS-12 LEVEL GRADE REQUIREMENTS:
SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-11) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Extensive knowledge related to the policies and management practices of the VA Healthcare Delivery System and expertise in a wide range of qualitative and quantitative methods for the assessment and evaluation of very complex programs, processes, and systems. Knowledge and ability to plan, organize, and review work and to collaborate effectively with stakeholders to accept and implement recommendations. Knowledge of project and portfolio management, to include managing a budget, and effective oral and written communication and presentation skills (i.e., public speaking and preparation of reports for executive leadership locally and at a national level). Knowledge of change management practices and the ability to think strategically and practice forward thinking. Strong ability to work in teams and develop and maintain productive working relationships with both internal and external stakeholders.
Preferred Experience: Strongly Preferred Lean Green Belt Certified or higher.

Physical Requirements: The work is primarily sedentary, although some walking, standing, bending and carrying of light office items is required.
