This position is organizationally aligned to the Director's Office at the Clement J. Zablocki VA Medical Center (695),
Milwaukee, Wisconsin, a Level 1a VHA Complexity Medical Center. The primary purpose of the position is to
function as a contributing member of the Facility Onboarding Support Team primarily in recruitment initiatives, and
participating in special studies, analyses and investigations to detect ineffective or inefficient practices throughout the
Medical Center and the VISN.
Duties
Serves as a subject matter expert for the recruiting process for clinical and non-clinical roles within the healthcare facility relating to the implementation and execution of initiatives, programs and projects. The incumbent functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices especially as it relates to recruitment of personnel.
Supports and is actively involved in strategic planning, creative methods of recruitment, and marketing initiatives for clinical and non-clinical roles. Will participate in recruitment programs with affiliate programs, participate on committees, attend conferences, and national conference calls. Such as college fairs regionally, locally, and nationally. The incumbent will stay abreast of current recruitment program initiatives and retention incentive award options.
Shares responsibility for the analysis and resolution of a wide variety of complex management problems
encompassing administrative and clinical aspects of the Medical Center and VISN operations. These may involve utilization of personnel, space, and equipment; changes to budget and fiscal operations; improving reporting procedures and statistical analyses; or other special studies which impact all echelons of the entire medical center and may affect other organizations within the VISN.
Participates in high-level conferences and special meetings concerning changes in plans and procedures to the
formulation of policies, providing data and information often critical to the decisions and implementation of changes.
Participates in the review and appraisal of the medical and managerial effectiveness of health care operations as well as involvement in the testing, evaluation and implementation of management applications with particular emphasis upon human resource and workforce related initiatives, financial and resource management, long range planning and budget control.
Projects are both self-initiated and assigned by the Facility Onboarding Specialist, or other members of the top
management team. Projects and studies often consist of controversial and critical observations, with interpretations and findings independently presented with resultant recommendations usually approved for implementation. The broad scope and depth of the studies necessitate that the incumbent coordinate projects with a variety of administrative and clinical services.
Carries responsibility for seeking practical solutions, which may be achieved through short- or long-range planning efforts. This involves analysis of budgetary systems, fiscal policies and procedures and interpretation and application of financial and staffing policy through advisory assistance to the administrative and professional services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: Must have at least (1) one full year of specialized experience equivalent to at least the next lower grade level (GS-11) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized experience also includes: A high degree of analytical ability, specialized knowledge and skill in the area of health care services management, i.e., applying health care management principles to the planning, execution and administration of health care services delivery systems. Comprehensive knowledge of the missions, organizations, programs, and requirements of health care delivery systems in general and knowledge of the unique characteristics of the Department of Veterans Affairs Medical Care Health Care System and its associated Medical Center components. Comprehensive knowledge and skill in applying various methods to collect, analyze and evaluate data concerning management issues/projects (i.e. recruitment methodology) and possess the ability to draw conclusions and make recommendations based on this analysis. Skill in the application of numerous information management systems and decision support systems along with the ability to utilize these computerized tools in an effective manner. Ability to establish and maintain effective communication and relationships with a variety of individuals throughout the Medical Center and the VISN, consequently, gaining their confidence and cooperation in receiving complex issues and recommendations.

Physical Requirements: The work is primary sedentary requiring some walking, stand, bending and carrying of light office items, although the incumbent may be required to intermittently perform tasks in areas ranging from patient care, to grounds, or to textile care production.
