Duties
The incumbent serves as a Senior Executive and Director, Continuity Division, Office of National Continuity Programs (ONCP). The mission of ONCP is to lead whole of government and non-governmental stakeholders through the delivery of services and capabilities to support national resilience outcomes. These services include planning, evaluation, and training as well as provision of innovative equipment, systems, and facilities solutions which mitigate impacts of threats to essential functions and also assure government entities’ responsibilities to alert and warn their respective communities. The Continuity Division is responsible for maintaining ability to execute primary mission essential functions under all operating conditions by providing a comprehensive and effective continuity capability composed of Continuity of Operations and Continuity of Government programs.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

TECHNICAL QUALIFICATIONS – MANDATORY
1. Experience in leading and managing staff involved in department-level/agency-level continuity planning and operational activities, multi-agency exercises, and experience in establishing and maintaining effective working relationships with federal Departments/Agencies.
2. In-depth knowledge of homeland security and continuity foundational documents including: Homeland Security Presidential Directive- 5; Presidential Policy Directive 40, National Continuity Policy; Presidential Policy Directive -8, National Preparedness; Presidential Policy Directive – 21, Critical Infrastructure Security and Resilience, Federal Continuity Directives 1 and 2, Office of Science and Technology and Office of Management and Budget Directive 16-1, Minimum Requirements for Federal Executive Branch Continuity Communications Capabilities, the National Exercise Program, Homeland Security Exercise and Evaluation Program, and incident management structures and processes.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); but a narrative statement for each of the Technical Qualifications (TQs) is recommended.
EXECUTIVE CORE QUALIFICATIONS (ECQs):

Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3: RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
