Duties
Duties listed are at full performance grade GS-11 level.
Initiates, evaluates, and recommends cooperative agreements or memoranda of understanding regarding the aviation section.
Provides general supervision to interagency employees and maintains on-going communication and coordination with all federal and state wildland fire management agencies.
Applies technical knowledge to mobilize numerous personnel with supporting supplies, equipment, aircraft, and services on short notice in order to effectively and efficiently suppress wildfires.
Assures that operational standards and safety requirements are met and is responsible for implementation of agency flight following systems and procedures, while coordinating information with other units.
Makes recommendations to correct improper procedures and improve economy and efficiency of operations.
Consolidates reports and assists in preparing the Annual Aviation Report.
Requirements
- Must be a U.S. Citizen or National.

- Successful completion of one-year probationary period, unless previously served.

- Must be 18 years of age.
- This is a drug testing designated position. You will be subject to pre-employment and random drug testing. Appointment is based on a negative result. This announcement constitutes 30 days advance notice.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
- Minimum of 90 days of wildland firefighting experience is required.
- Willing to live/work in remote locations (volatile/unpredictable).

Qualifications

Specialized Experience Requirement:
GS-09 Level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level in the Federal Service; OR two full years (18 semester/27 quarter hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as forestry, range management, agriculture); OR an appropriate combination of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university.
Examples of specialized experience include: Prepared and distributed the Annual Fire and Aviation Reports to all agencies, forests, Interagency Centers, and to the public as requested. Maintained and updated the Emergency Plan, information, status boards,
and situation reports as they pertain to aviation resources. Answered fire suppression dispatch and mobilization calls, analyzed the situation and dispatched requested aid from the Interagency Dispatching Center.
GS-11 Level: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Examples of specialized experience include: Reviewed and prepared information bulletins, manual updates, interagency mobilization guides and operational guides pertaining to aviation operations. Provided guidance and direction pertaining to the aviation aspects of fire suppression, pre-suppression, fire use and prescribed burning activities. Directed dispatch, coordinated, and scheduled agency and contract aircraft, equipment, and personnel and other resources for wildland fire management.
Selective Placement Factors
A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
