The position is located at a Regional Office or a Forest Service unit and serves as an Outreach/Recruitment Liaison for a Zone area. The position participates in the development, coordination, implementation, monitoring and evaluation of outreach/recruitment services or strategies in the region. Duties

Participate in the development of workforce and recruitment plans in collaboration with hiring managers, human resources and civil rights leadership. Analyze the organization’s workforce needs by preparing reports of findings and making recommendation to incorporate into recruitment plans and strategies. Assist management in completing established civil rights and equal employment opportunity goals. Provide managers, employees, and job applicants with information on organizational recruitment procedures and policies to fill vacancies. Establish and maintain effective working relationships/partnerships with educational institutions, professional or trade associations, news media, and public employment services to develop recruitment strategies. Analyze data and reports which measure recruitment efforts to increase applicant pool for underrepresented populations/demographics. Work closely with Civil Rights personnel to assist in eliminating any negative impact on protected groups. Establish reports to analyze workforce trend data to determine the effectiveness and efficiency of recruiting programs. Provide general advice on all Civil Rights related issues to hiring managers and employees. Conduct training sessions to provide guidance on how to apply to a government job and the equal opportunity program. Participate in public meetings, briefings and other activities in support of recruitment efforts for the organization. Coach and mentor both internal and external candidates who are interested in applying for government jobs. Correspond professionally and productively with agency, interagency and cooperative personnel as well as the contracted vendor community. Communicate in writing about the Casualty Assistance Program to internal and external entities. Help to prepare various types of correspondence related to the Casualty Assistance Program.

Requirements

  • You must be a US Citizen or US National.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as three or more of the following: Assisted hiring managers with outreach or recruitment by seeking out opportunities to partner with a wide variety of organizations to enhance diversity; and/or established reports to analyze workforce trend data to determine the effectiveness and efficiency of recruiting programs; and/or maintained a relationship network with local schools, organizations, government agencies, private industry, and public to assist with outreach or recruitment efforts; and/or collaborated with management to enhance outreach and recruitment strategies in order to meet organizational employment needs. OR Substitution of Education for Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field that provided the knowledge, skills, and abilities necessary to do the work of the position (such as business administration, law or other field related to the work of this position) OR An appropriate combination of specialized experience (equivalent to at least the GS-09 level) and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) that is directly related to the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
