This position is located at the Jesse Brown VA Medical Center (JBVAMC) in Chicago, IL. (537) - a Level 1b Complexity VHA Facility and is organizationally aligned under the ACOS Special Programs - Compensation and Pension (C&P) Service. The primary purpose of the position is to serve as a 1st Level Supervisor over the (C&P) front office staff.
Duties
Major Duties:
Provides direct front line management and supervision of Compensation and Pension (C&P) Service administration staff, and processes within the C&P program.
Performs a number of duties in various combinations of steps when referencing controlling rules and guides, and when screening claims, to ensure factual accuracy, compliance with guidelines, and allotment of expenses.
Works under the general supervision of the Administrative Officer and the Chief of C&P Service.
Prioritizes, plans, and carries out all assignments independently, which affords the Program Manager the opportunity to concentrate on matters that are critical to all functions within the scope of the C&P program
Determines the most appropriate practices and methods to apply in all phases of the integration duties, including the approach to be taken.
Plans and carries out projects and analyses of the organization's requirements; interprets policies, procedures, and regulations in conformance with established mission objectives.

Qualifications
To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement, 12/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-8 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the ability to examine applications for benefits or claims submitted by a claimant when they arrive in the office, performs work in the compilation, collection of tracking of data and statistical information in support of the C&P operation and ensures that examinations are completed on time, return incomplete applications to the applicant with a form requesting additional information, resolves informal complaints and grievances from employees, review and approves leave.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: While work is mostly sedentary, there are also exhaustive demands for standing, walking, bending and long periods of sitting. The incumbent is required to answer numerous telephone calls and must have adequate eyesight and hand dexterity to allow for reading and operating a computer terminal.
