The position is located in the Bureau of Global Talent Management, Talent Acquisition Directorate, Office of Intake Planning and Onboarding (GTM/TAC/IPO). This Office oversees policy and operational matters involving entry into the Foreign Service (FS) and internship programs, provides communications to candidates in the Foreign Service pipeline, onboards individuals into the Foreign Service and Paid Student Internship programs, and provides data metrics for strategic workforce planning.

Duties

Serves as the Chief of the Onboarding Division, responsible for direct supervision of two Supervisory HR Specialists and secondary supervisor for up to another 25 individuals, including HR Specialists, reemployed annuitants, and contracting staff. Oversees the development of strategic plans, policies, training and procedures to hire Foreign Service and Student Intern personnel. Provides leadership in formulating new policies and in implementing new and innovative HR related program directions. Provides authoritative leadership, staff advisory, and consultative services to Department Leadership, Office Directors, and program managers to develop a comprehensive approach to the delivery of HR functions. Represents TAC/IPO/ON in negotiations and discussions on a broad range of critical/sensitive matters, including policy guidance or congressional correspondence and requests as it relates to the Foreign Service Act and the Foreign Service Manual. Serves as a member on Departmental committees, working groups and similar entities such as the Strategic Workforce Planning Group (SWPG). develops, evaluates, improves, and advises on the effectiveness of high-level special projects and taskers.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience collaborating and providing guidance to staff on federal hiring and onboarding processes; and Experience providing direct oversight to the development and implementation of an organization's strategic workforce planning processes and initiatives; and Experience advising senior leadership on the interpretation of emerging legislation, policies, and regulations and how it impacts a federal HR program. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
