Located within the VA Eastern Colorado Healthcare System, this position can be physically based out of either the VA Outpatient Clinic in Pueblo, CO or Colorado Springs, CO. The Health System Specialist provides expert level advice to senior personnel, and/or agency officials concerning complex, novel, and unusual healthcare issues, and provides support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations.
Duties

Major duties and responsibilities include:
Renders advice on operational policies and ensures policies are coordinated with, and in support of, field operations
Works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems
Addresses specific problem areas and applies a high degree of analytical ability and specialized healthcare knowledge to the management of healthcare delivery systems
Provides expert level advice to senior personnel, and/or agency officials concerning complex, novel, and unusual healthcare issues
Functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices
Monitors and manages incoming actions and requests from initial receipt to completion and closeout
Reviews responses for completeness and accuracy against known policies and procedures
Conducts or participates in special information flow studies, analyses, presentations and briefings
Conducts analytical studies on particular operational processes, issue topics, or related special projects, which require study planning, statistical measurement, data analysis, and report preparation and development
Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of veteran care issues within the system or at times, issues of Congressional or media interest that have significant national impact e.g. quality and safety concerns or involve several functional areas
Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern; i. e, fiscal efficiencies and organizational structure that are reviewed by prominent parties such as the Office of the Inspector General (OIG) or the Government Accountability Office (GAO)
Contacts and engages with various administrative program officials within Headquarters and in the field to manage, coordinate, and complete various assignments or projects that involve or are initiated by these officials
Manages and coordinates of all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists
Coordinates events hosted by officials, including town hall meetings with internal staff
Manages event planning process, including facilitating selection of the event time, developing a formal agenda, managing any required contracts and all logistical items, disseminating information to attendees, and ensuring smooth execution of the event
Briefs and advises senior management on agenda issues in preparation for activities and meetings, and may represent the office at internal or external activities or meetings
Performs other related duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-13 level: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skill, and abilities to perform successfully the duties of the Health System Specialist position, and that is in or related to the work of the position. To be creditable, this experience must have been equivalent to at least the GS-12 level in the Federal service. At this level, specialized experience must include application of an expert level knowledge of health system services. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is sedentary. Some travel is required. No other special physical demands are required of this work.
