The primary purpose of the position is to serve as a Health System Specialist (HSS) to the Assistant Director North, in support of the triad model, with dotted lines to the Associate Chief of Staff for Primary Care for the North and Chief Nurse of the North. The incumbent will directly report to the Assistant Director of the North and is responsible for the coordination and monitoring of all administrative programs at his/her respective site.

Duties

Duties include, but are not limited to: Conduct analytical studies on particular operational processes, issue topics, or related special projects. Oversees and facilitates the administrative management for the respective site under the Assistant Director of the North. Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Serves as the principal advisor to personnel on administrative management program issues. Compiles information prepares administrative reports for management briefing and sharing with work groups. Provides full staff assistance on administrative matters and plays a key role for planning, organization development, direction, and evaluation of medical center administration, in support of the facility, VISN and Central Office activities. Establishes internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures, which will increase the general flow of information and overcome bottlenecks in the administrative process. Reviews, plans and recommends action to be taken. Attend budget calls, reviewing guidelines and instructions to brief managers of schedules and data requirements and review office needs to plan and develop budget data and justification for review and approval. Manage procurement requests, including preparing acquisition packages, evaluating proposals for work, acting as a Contracting Officer's Representative (COR), and maintaining procurement records; as directed, may assist in the preparation and review of purchase orders for supplies and non-expendable property such as equipment; control purchasing and use of supplies. Oversee property management and prepare necessary documents to accession and de-accession of property, including management of Equipment Inventory Listings (EILs); conducts periodic inventory/surveys of equipment and property utilization and recommend action as necessary to assure that economical and efficient use is made of equipment and other property, and other specialized equipment necessary to effective functioning; exercise authorizations for obligation and expenditures of funds as required. Work Schedule: Monday -Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Health System Administration Series, 0671 Individual Occupational Requirements (IOR) Undergraduate and Graduate Education (IOR): Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR, Specialized Experience (IOR): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement OR, *Special Provision for In-service Placement (IOR) please review details below in Education section. IN ADDITION TO INDIVIDUAL OCCUPATIONAL REQUIREMENTS, YOU MUST ALSO MEET GS-11 OR GS-12 SPECIALIZED EXPERIENCE REQUIREMENT: You may qualify based on your experience and/or education as described below: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for the coordination and monitoring of all administrative programs at his/her respective site. Coordination of surveys and reports, performance improvement activities, policy development, budget and financial management, procurement and contracting, statistical, emergency preparedness, cross service coordination and other administrative functions. Conduct analytical studies on particular operational processes, issue topics, or related special projects. These studies may require study planning, statistical measurement, data analysis, and report preparation and development. When tasked with this type of project, he/she will serve as the responsible contact for leading the projects from initiation to completion. Oversees and facilitates the administrative management for the respective site under the Assistant Director of the North. Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division. Designs and implements policies, and procedures to manage administrative and personnel related functions. Reviews and evaluates guidance on various functions and procedures, identifies problem areas, and implements or recommends actions to improve procedures and increase efficiency, eliminate problems and conform to policy requirements. Management of procurement for the Assistant Director of the North's Office. Will manage procurement requests, including preparing acquisition packages, evaluating proposals for work, acting as a Contracting Officer's Representative (COR), and maintaining procurement records. As directed, may assist in the preparation and review of purchase orders for supplies and non-expendable property such as equipment. Will need to control purchasing and use of supplies. Oversees property management and prepares necessary documents to accession and de-accession of property, including management of Equipment Inventory Listings (EILs). Conducts periodic inventory/surveys of equipment and property utilization and recommends action as necessary to assure that economical and efficient use is made of equipment and other property, and other specialized equipment necessary to effective functioning. Exercise authorizations for obligation and expenditures of funds as required. Manages procurements of varying degrees of complexity, ranging from Government Purchase Card utilization to regular interface with the Network Contracting Office. Will be required to be certified as a level 2 or level 3 COR, and will assist in the initiation and preparation of procurements to secure adequate resources to facilitate operations, which may include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with vendors/contractors. *Special Provision for Inservice Placement (IOR) (continued from Qualifications section)Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
