This vacancy is for an Supervisory IT Specialist (System Analysis) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
As necessary, acting officially as a consultant to other organizations in his/her field of specialization.
Perform a full range of management functions, including long-range planning, instructing and advising subordinate staff members, reviewing work, setting standards of performance, budgetary planning, etc.
Interviewing prospective candidates, evaluating present employees and recommending appropriate actions regarding hiring, promoting, and reassignment.
Plans, develops, and coordinates the application of the digital computer to mathematical, statistical and survey research and development.
Provides direction to subordinate staff in constantly reviewing the current procedures of the Division, endeavoring to improve and/or automate the methods or variance computation, sampling techniques, etc.

Qualifications
This Job Opportunity Announcement may be used to fill other Supervisory IT Specialist (System Analysis), 2210, 14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Experience is defined as: Communicate and consult with personnel within and outside the organization; Manage projects to ensure work is on time and within budget; Recommend hiring, promoting, and/or reassigning of subordinate employees; Planning and developing mathematical, statistical, and/or survey research; and Leading teams in mathematical, statistical, computation, or sampling techniques.
Education: Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
