This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves in the Communications Electronics Command Software Engineering Center (SEC), Intelligence Electronic Warfare and Sensors Directorate at Aberdeen Proving Ground, Maryland.

Duties

Provide software engineering expertise by defining system/software requirements; developing software architectures; overseeing software testing and system-based development; performing configuration management; and reducing life cycle support costs. Determine the need for hardware/software upgrades or the initiation of new system developments. Lead and serve as a senior technical specialist on development teams consisting of in-house and contractor personnel to correct problems, upgrade capabilities or create software to support customer requirements. Provide Sustainment (Post Deployment Software Support (PDSS) and Post-Production Software Support (PPSS)) for assigned Army Program of Record systems. Provide authoritative technical expertise on the application of computer systems engineering methodologies to the design of computer-driven systems. Responsibilities may include program management support; interfacing with stakeholders; reviewing technical proposals; managing property; Contracting Officers Representative duties; and collaborating with the Life Cycle Program Manager/staff. Perform duties such as systems/software engineering, software architectures, software development by providing technical input to the design, integration, and implementation of software applications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • One year trial/probationary period may be required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. BASIC EDUCATION REQUIREMENT (Engineering Series): A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit a copy of your transcripts. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) OR BASIC EDUCATION REQUIREMENT - (Computer Scientist): Bachelor's degree in computer science OR bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. NOTE: You MUST submit a copy of your transcripts. In addition to meeting the education requirement above, applicants must also possess the following experience requirement: Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02/GS-11). Specialized experience is defined as: (1) Developing and/or analyzing software systems, software design, and using software engineering programming languages; (2) Providing technical analysis and advice on software designs, architectures, processes, and opportunities; (3) Assessing performance of existing systems to determine future requirements such as hardware/software upgrades, testing and new system capabilities; and (4) Troubleshooting reported system anomalies to resolve configuration issues. Education cannot be substituted for experience. You must meet the basic education requirement in addition to the specialized experience. You will be evaluated on the basis of your level of competency in the following areas:
