About the Position: Serves as Staff Officer and expert advisor for developing acquisition strategic plans, documentation, and communications that will guide, direct, and outline the future of delegated security cooperation activities.
This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.
Duties
Create the framework for strategic plans and guidelines for the long-range planning, development, and coordination of the overall Security Assistance/Cooperation program.
Designs comprehensive studies and detailed analysis of multi-faceted functions and processes to support developing long-range program plans.
Prepare and deliver briefings to large multi-disciplinary groups.
Develops Security Cooperation planning efforts in coordination and collaboration with other United States Government (USG) agencies.
Identifies gaps and impediments that negatively impact successful plan implementation efforts and develops solid and well-researched recommendations for policies/procedures to reduce these gaps.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret clearance.
- A one-year probationary period may be required.
- The duties of this position require occasional temporary duty (TDY) travel up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to the NH-03 pay band (equivalent GS-13 grade) in the Federal service which includes: 1) Providing support to leadership on Army Security Cooperation strategies; 2) Assisting with planning of interagency meetings; and 3) Preparing reports that communicate the practices and initiatives of Security Cooperation.
