This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the Missile Defense Agency.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Contract Specialist at the NH-1102-4 some of your typical work assignments may include: Performing acquisition planning and developing the contractual strategy to be used in the acquisition of a specific program element. Responsible for contract planning, negotiation, award, administration and the closeout of Missile Defense Agency contract activities at an expert level for fixed price and cost reimbursement Federal Acquisition Regulation (FAR) based contracts and non-FAR based contracts. Conducting independent reviews of procurement programs to determine management effectiveness and compliance with applicable laws, regulations and policies. Analyzing and evaluating sources of supply and their status pertaining to research and development, major weapon systems, Foreign Military Sales (FMS), engineering services and Advisory and Assistance Services, as well as being familiar with technical requirements or the services and equipment, including program objectives to advise during pre-solicitations and to conduct the negotiation. Planning, prioritizing, organizing, monitoring and evaluating work activities to meet timelines and accomplishing goals within established schedule and budget. Negotiating individual contracts within the program to obtain services and/or products for the Government at a fair and reasonable cost within acceptable time frames. Serves as a warranted procuring contracting officer.

  • Must obtain/maintain Non-critical Sensitive/Secret security clearance
  • Position is a DoD Critical Acquisition Position and requires DoD Acquisition Contracting Professional certification within required timeframes; must sign a written agreement to remain in Federal service in the position for at least three years.
  • Must obtain mandatory Back to Basics (B2B) certification within 36 months of entry into position
  • Must achieve 80 hours of Continuous Learning Points (CLPs) every 2-years
  • Pre-employment urinalysis testing and random testing required

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience applying Federal Acquisition Regulations (FAR), Department of Defense (DoD) Supplement to FAR., DoD bulletins, Directives and notices, internal policy guidelines, government and agency-specific guidelines and business practices, including statutes, regulations, policies and procedures, which cover different contract types. Experience working with various types of contracts, methods, and procedures to acquire sophisticated or unique research, development, test and evaluation services, weapon systems, equipment, and components, through the use of cost and fixed-price contracting and cost sharing arrangements. Experience analyzing and negotiating acquisitions of both cost reimbursement and fixed-price contracting., OR Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
