This position is organizationally located in the Financial Management Service Line under the direct supervision of the Assistant Finance Officer. Incumbent serves as the liaison between Contracting and Medical Center staff. Incumbent oversees all administrative and technical support to VA Pittsburgh Healthcare System (VAPHS) service lines in the area of contract and resource management. Incumbent provides supervision and guidance to the Resource Management Section.
Duties
The incumbent provides technical and administrative supervision to a unit of four (4) GS 13 Business Resource Specialists (BRS), five (5) GS 11 Contracting Officer Representatives (COR) and three (3) purchasing agents (PA). Duties include but are not limited to:
Acquisition Coordination
Maintains oversight of service line contracts under the purview of the Resource Management Section from award through final disposition to ensure proper financial management as well as to prevent unauthorized commitments.
Works with service line managers and contracting staff to development comprehensive business plans prior to initiation of new contracts.
Oversight of submission of contract packages to ensure compliance with procurement action lead times (PALT).
Provides training to service lines on procurement package development and submission.
Participates in high level contract review meetings with Medical Center Leadership and Contracting.
Responsible for timely submission of Undelivered Orders and Open Payables Reports for the Resource Management Section.
Responsible for providing departments and service lines with historical spending data and for assisting with decisions on budget allocations and technical preparation of the Budget Call.
Routine budget monitoring for service lines under the purview of the Resource Management Section to include comparing actual spending against straight-line projections, submitting de-obligation requests and for identifying opportunities to economize on flexible requirements.
Contract Coordination
Maintain Contracting Officer Representative (COR) Certification
Maintain current knowledge of acquisition regulations, directives, information letters and current processes.
Oversight of procurement package creation and submission for clinical services contracts in accordance with the PALT.
Responsible for contract administration and oversight of all affiliate contracts.
Facilitate meetings with contract specialists and supervisors to communicate findings as they pertain to contracts and to coordinate follow-up action.
Responsible for contract compliance with quality assurance plans. Ensures contractor evaluations are completed timely.
Conducts quarterly COR contract file audits
Budget Coordination
Maintain current knowledge of all VHA Directives, Handbooks, policies and regulations relating to the VHA Purchase Card Program.
Oversee micro-purchases of non-clinical goods and services.
Ensure all Vista and US Bank reconciliations are completed in accordance with all applicable policies and regulations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting policy and making decisions regarding procurement, financial management, and acquisition programs. Developed guidance for programs related to acquisition and financial management. Experience analyzing financial related data, interpreting guidance, and presenting results of inquiries orally or in writing to evaluate the existing programs and resolving problems. Experience working with interrelated activities involving procurement and supply procedures, which includes contracting and financial management. Experience providing direction to facility purchase card coordinators and card holders to interpret guidelines and adapting procedures.

Physical Requirements: Work is primarily sedentary in nature. Requires occasional travel to conduct inspections of contract facilities or motor vehicles providing contracts for healthcare resources to ensure joint commission and safety requirements are met.
