Serves as the Medical Center liaison and advisor on contract related services focusing on critical and healthcare services, product acquisition and support services required by project managers, program manages, upper management and stakeholder on all aspects of procurement of a wide variety of items to include specialized services. Renders expert contract pre/post award expertise to all Administrative and clinical Service lines within the VA Healthcare System and supported catchment area.
Duties
Duties include, but may not be limited to the following:
Acquisition:
Serves as Contracting Officer Representative (COR)/Grants Officer Representative (GOR) or works with and assists in training other activity COR's to measure and ensure contractor performance and compliance on assigned contracts.
Responsible for assisting, advising, collaborating, and ensuring that performance criteria and requirements are developed into sound sufficient Performance Work Statements (PWS) or Statements of Work (SOWs) and/or task orders with defendable justifications for contractors to perform.
Develops full VISN-wide procurement packages to include drafting the requirements as well as all needed documentation for submission to contracting.
Conducts analyses of contractor performance to help determine contract compliance and support the exercise of options.
Performs independent research on statutes, rules, and regulations.
Develops and documents draft procedures for government consideration when required by changes to acquisition policy or the adoption of best practices.
Establishes and maintains controls to ensure that contracts are executed in accordance with terms. Works independently with various personnel to resolve problems occurring in the administration of the contract.
Provides regular support in composing Requests for Information (RFIs) or Requests for Proposals (RFPs).
Business and Strategic Sourcing Management:
Collaborates with and/or advises the VISN Chief Supply Chain Officer (CSCO) on VISN commodity standardization and related quality and performance management activities; ensures compliance with applicable regulations, directives, and standard operating procedures.
Coordinates communication within the business, strategic sourcing, and commodity standardization communities (within their Network, between Networks, and between their Networks and VA/VHA).
Serves as a subject matter expert for VISN and consortium-level supply chain strategic acquisition planning and analysis, to include development of strategic sourcing initiatives.
Advises the Network Chief Supply Chain Officer (CSCO) and other senior Network/medical center and Consortium executives and staff on matters related to key aspects of commodity standardization, strategic sourcing, requirements analysis, and supply chain management.
Renders expert contract pre-award and post-award expertise to the VISN Chief Logistics Officer and all administrative and clinical Service Lines within the VISN.
Monitors and manages the performance and measurement of business and strategic sourcing support functions in all VISN facilities including all aspects of procurement and acquisitions.
Financial Management:
Provides fiscal needs forecast and develops VISN budgets as they relate to VISN procurement/contracted needs.
Oversees continual cost analysis of operating functions and develops reprogramming actions as applicable.
Develops justifications for funding requirements and secures required approval from the Project Sponsor.
Periodically reviews staff and operating processes within the VISN to identify areas requiring management improvement.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

In addition to the time in grade requirement above, You may qualify based on your experience and/or education for the GS-11 as described below:
To qualify for this position at the GS-11 level, you must meet one of the following:
GS-11 Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Acquisition Utilization Specialist, and that is typically in or related to the work of this position. Specialized experience includes:
Handling contract related services, product acquisition, and procurement of items in a healthcare environment
Overseeing contracts including pre-award and post-award
Preparing procurement packages with unique, emergent and complex requirements including development of requirement documents (e.g. performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, market research, etc.)
Developing sole source justifications
Developing and analyzing reports to make recommendations on acquisition and contracting issues
Participating in negotiations with other officials throughout all phases of contract administration
Monitoring expenditures and reporting on deviations from contract terms
OR,
Education: A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position.
OR,
Combination: An equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. Note: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.

Physical Requirements: The work is typically sedentary, although some slight physical effort may be required, such as carrying printouts, books, etc. The work may require overnight travel away from the assigned duty station.
