This position is located in the Division of Resolutions and Receiverships, Washington, DC or Dallas, TX of the Federal Deposit Insurance Corporation and responsible for identifying, managing, pricing and analyzing capital market instruments prior to bank failure.
The duty location is determined upon selection.

Duties
Identifies, manages, prices and analyzes capital markets instruments prior to bank failure, through and including the corresponding liquidation of those assets retained in the subsequent receivership.
Identifies and contacts potential bidders for capital markets instruments of failed banks. Works with existing and new bidders to ascertain their interest in assets projected to be auctioned, answers auction process questions, and supports other asset liquidation initiatives and senior department staff.
Monitors the oversight of financial advisors in the management and disposition of complex capital market instruments.

Monitors the oversight of financial advisors in the management and disposition of complex capital market instruments.
Provides support to senior specialists on securities and securitization matters, ongoing receivership portfolio management and liquidation issues pertaining to valuation, credit and interest rate risks associated with the portfolio assets for year-end receivership financials; setting reserve prices for potential liquidation activities; and corporate action voting, tender offers and related restructuring/recapitalization issues.
Communicates technical and potentially sensitive information regarding securities issued by open banks to audiences within and outside the Division, including FDIC management, other banking regulators and private sector executives.
Gathers documentation from failed bank records or from third-party public and non-public sources required for the analysis, valuation, management and liquidation of any assets retained in a receivership.
Supports the analysis and valuations of capital markets instruments in pre-failure and failed financial institutions. Evaluates the rights and obligations of the issuers and holders, values the instrument, prepares and recommends strategies for the management and liquidating of the instruments as necessary and as directed by senior staff.
Analyzes call report data or other publicly available information, and confidential bank examination report on institutions that may fail to identify the types of capital market instruments owned by the institution and to develop preliminary resolution strategies.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-12 grade level or above in the Federal service. Specialized experience is defined as experience building or validating valuation or market risk models for securities or derivatives in the financial services industry (i.e. with an asset manager, broker dealer, bank or other financial firm), or performing quantitative risk or financial analysis in support of investment, hedging, or disposition decisions for a portfolio of securities, loans, or derivatives.
