You will serve as a VISUAL INFORMATION SPECIALIST (FORENSICS) in the Technical Services Field Office, Office of Forensic Support of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. Duties

You will work as a technical expert in the field of scene reconstruction in cooperation with investigators, rescue personnel, evidence technicians, civil and mechanical engineers, architects, and surveyors. You will plan, design, and develop trial demonstrative products involving major or highly-visible criminal cases to communicate complex information, whereby information presented is highly technical, detailed or otherwise difficult to understand. You will travel to crime and death scene locations, where data relevant for accurate and detailed scene reconstruction is researched and captured considering the physical evidence and persons involved in the incident. You will exercise authoritative technical oversight of work products to ensure that underlying principles of forensic science, crime scene reconstruction, and quality standards are maintained and requisite goals and objectives are fulfilled. You will assist in training NCIS Special Agents and law enforcement partners on NCIS Forensic Graphics capabilities, laser scanner operation and 3D reconstruction techniques. You will also assist in providing technical guidance, oversight, and assistance to laser scanner operators in the completion of scan projects and in the proper use of scene 3D collection techniques, expert testimony, computer design methods, etc.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with scene investigations for the purpose of capturing scene data to be used for the preparation of scene reconstructions, forensic analyses, and creation of demonstrative aids used during testimony; Experience with crime scene documentation, analysis, and reconstruction methodologies to establish facts and thoroughly document a case in visual aids and to create courtroom presentations - 2D and 3D diagrams, compelling animations and courtroom ready forensic graphics/reports; Possessing and applying an understanding of the underlying principles of forensic science, crime scene reconstruction, and quality standards to assigned projects; and Communicating complex information clearly in written reports and orally for expert testimony and for providing technical guidance and training to laser scanner operators. Experience must be in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position being filled. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.
