The Human Resources Analyst position is located in the Administrative Office Human Resources (AOHR). The AOHR is responsible for providing human resources service to the AO management and staff; and developing and administering the AO's human resources management and pay system consistent with the Administrative Office Personnel Act of 1990 and other federal statutes.
Duties
This position will report to the Supervisory HR Specialist Recruitment & Workforce Planning in the Administrative Office Human Resources (AOHR). The AOHR is seeking a self-motivated professional Human Resources Analyst to join its team. The incumbent will be responsible for conducting research, analyzing complex data sets and systems, identifying trends, preparing reports, and making recommendations. The incumbent will undertake a variety of administrative and program management duties, including the planning, implementation, and management of new activities and programs that includes assisting in coordinating and managing various subject-matter programs. The incumbent will be required to provide subject-matter guidance to employees and managers in ways that enhance efficiency and teamwork.
The ideal candidate must have excellent communication and organizational skills, experience in a team environment and the ability to work collaboratively with all stakeholders both internal and external to the AOHR.
The duties of this position include, but are not limited to:
Creating and maintaining HR reports and dashboards utilizing appropriate system tools (Excel, Power BI, etc.) to effectively present HR metrics.
Conducting in-depth analysis of HR data to identify patterns, trends, and correlations; and translating complex data into actionable insights and recommendations for AOHR and organizational leaders.
Providing reports and various data sets to support AOHR programs including but not limited to recruitment, veterans, benefits, retirement, position management.
Developing reports concerning trends, needs, gaps, and makes recommendations for effective recruitment and retention of difficult to hire positions.
Conducting complex data analytics that identifies, forecasts, and/or estimates trends and future outcomes.
Developing and presenting a wide range of complex charts, graphs, reports with statistics, metrics, and other visualizations and data analysis results and findings; and preparing, editing, and finalizing varying reports, charts, metrics, and narratives for AOHR leadership to distribute to AO leaders and employees for use in presentations and briefings to all levels of AO and external stakeholders as needed.
Defining, reviewing, analyzing, and developing process improvements for data collection and management with a focus on accuracy.
Managing all quality control reviews of AOHR data, documents, statistics, numbers, forms, reports, charts, metrics and human resources information in memorandums and communications prior to presenting to AOHR leadership including the responsibility for coordination with originators and any required research to ensure data and information is factual and accurate.
Utilizing with proficiency automation tools in the Microsoft Office Suite (Word, Excel, PowerPoint, OneNote, Microsoft Editor, Microsoft List, Microsoft Planner, Microsoft Project, Microsoft Publisher, Visio, Whiteboard).
Leading or participating in special projects and planning; and attending collaboration meetings to ensure AOHR quality control and communication projects are on schedule.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Demonstrated experience in developing and presenting a wide range of complex charts, graphs, reports with statistics, metrics, and other visualizations and data analysis results and findings; and
Demonstrated mastery of and experience managing and using automation tools in the Microsoft Office Suite (Word, Excel, PowerPoint, Access, Pivot, OneNote, Editor, List, Planner, Project, Publisher, Visio, Whiteboard).
Highly Desired:
Excellent written and verbal communication skills.
Ability to manage multiple projects and meet deadlines.
