You will serve as the Region Operations Center Manager (Supv Emergency Management Specialist) in the Emergency Management Directorate of Commander, Navy Region Southwest.

Duties

You will maintain the operational and material readiness of the Region Operations Center (ROC). You will manage the work assignment and supervise the performance of assigned ROC watch standers. You will manage the training and qualification of personnel assigned to the Region's Crisis Action Team. You will establish and maintain ROC standard operating procedures. You will provide technical guidance and support to the region's Installation Emergency Operations Center (EOC) Managers. You will develop exercises to validate training readiness of ROC and EOC watch teams.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and maintaining emergency management (EM) plans, policies, and procedures; 2) Recommending methods to improve emergency response capabilities in a clear, concise, and logical manner; 3) Analyzing complex EM incidents and work processes to determine the necessary response efforts; 4) Collaborating with other agencies (local, state, and/or federal) to respond to emergency situations; 5) Preparing reports and presentations regarding EM in accordance with established procedures and deadlines.
