This position is located in the Division of Administration (DOA) of the Federal Deposit Insurance Corporation in Washington, D.C. The Director of the Division of Administration (DOA) provides advice and assistance to the Board of Directors and the Officers and employees of the Corporation on a range of contracting, administrative, and professional programs and services that support the business activities of the Corporation. Salary reflects a pay cap for this position of $290,000.

Duties

Oversees administrative services to support the business activities of the Corporation. This includes the design, construction, operation, management and furnishing of Corporate facilities, space acquisition and assignment thereof, library and reference services, warehousing, publications, mail and distribution, transportation, records and document management, and any other ancillary administrative support function. Oversees personnel and physical security programs including the administration of background investigations for employees and contractors, physical security controls at owned and leased buildings, and an array of insider threat and counterintelligence functions. Oversees contracting acquisition and supply functions including the procurement of goods, services, performance-based systems of work and other systems necessary to support the operations of the Corporation in both its corporate and receivership capacities. Oversees a staff that provides Corporation strategic guidance and operational support to ensure the agency is prepared for and effectively responds to emergencies; oversees policy development; manages training and exercise programs; and, leads continuity of operations and continuity of government efforts across the FDIC. Determines overall goals and objectives of the Division's programs to ensure timely and high quality support to corporate customers, provides leadership and direction in the formulation of the Corporation's administrative programs, sets work objectives, develops and implements short- and long-range plans for administrative functions under his/her control. Holds subordinate staff accountable for performance of delegated authorities and responsibilities by periodically reviewing and evaluating program direction and accomplishment and making adjustments to include organizational changes as needed. Exercises supervisory personnel management authority directly or indirectly through subordinate senior managers to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Inaugurates, directs, and participates in strategic communications, special studies, projects and programs of interest of the Deputy to the Chairman and Chief Operating Officer (COO). Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through progressively responsible management or executive-level assignments. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience 1: Experience in supervising and coordinating the work of organizational units directly and indirectly through subordinate supervisors, including assigning work; directing changes to programs and priorities; and evaluating performance against goals.Leadership Experience 2: Experience in managing employee performance and growth directly and indirectly through subordinate supervisors, including evaluating employee readiness for successive roles; recognizing accomplishments, providing feedback and development opportunities, and addressing performance/conduct issues.Leadership Experience 3: Experience in overseeing implementation of and improvements to recruiting, hiring, training, utilization, and succession readiness of staff. Technical Experience: Experience managing programs that impact the structure, function, mission, roles, and responsibilities of the Division of Administration.
