This position is located with the Bureau of Indian Affairs, Western Region in Phoenix, Arizona. The incumbent will provide quality expertise and technical assistance to regional Tribes and agencies in the field of Tribal government.
Duties
Provides expert advice to the Regional Director, Deputy Regional Directors and all other regional agency staff in matters involving Tribal organic documents and amendments to those organic documents.
Provides expert advice to the Regional Director, Deputy Regional Directors and all other regional agency staff in matters involving Secretarial elections, intra-Tribal disputes, and implementation of DOI and IA policies affecting Indian Tribes.
Plans and develops regional procedures, guidelines, or manuals relating to Tribal government and assists in the implementation of such policies.
Provides training to agency personnel, other Tribal government staff, or Tribes regarding any matters involving Tribal government functions.

Qualifications
GS-13 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-12 grade level in the Federal service.
Specialized experience is defined as: serving as the Federal representative to an Indian Affairs field office's Tribal constituency, Regional Department Mangers, U.S. Solicitors, and other management levels throughout Indian Affairs and AS-IA In accordance with the government-to-government concept with Indian tribes; maintaining responsibility for liaison with the Indian Health Service, and various other Federal, state, county, and public agencies; carrying out the Federal government's responsibility to the Tribes of protecting and managing Tribal government and Court of Indian Offenses activities; exercising leadership and ability in conceiving, developing, and executing an effective Tribal government program.
