The primary purpose of this position is: To serve as management analyst for HQ USAF/A10 providing expert analytical support to examine, evaluate, and conduct risk operation assessments of Air Force nuclear enterprise activities in order to recommend courses of action to improve enterprise health.

Duties

Supports the A10 organizational mission by collaborating with the Air Staff, Major Commands, and Joint, departmental, and national agency mission partners. Prepares official correspondence and responses articulating the Air Force nuclear enterprise equities across the Air Staff, Major Commands, and Joint, departmental, and national agency mission partners. Develops, assists in development, and/or reviews national leadership, DoD, COCOM, Joint, Air Force, and higher headquarters policy, briefings, studies, reports, operations planning documents, Congressional testimony and taskings, official correspondence and documents, and/or other relevant documents and materials that impact the Air Force nuclear enterprise missions, forces, and capabilities. Develops and implements processes for A10 Joint readers to codify processing of responses to Joint Staff actions packages (JSAPs) and taskings to include taskings for the SecAF and/or CSAF. Trains and assists A10 Joint

• An advanced degree in science, math, or other appropriate degree, and operations research experience is highly desired.

• Completed work is reviewed by the supervisor for effectiveness and compatibility with current United States Air Force mission objectives and success in obtaining acceptance of recommendations by Air Force leadership.

• Travel by commercial and/or military modes of transportation may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes ability to apply nuclear-related background, knowledge, and experience to complex issues facing the nuclear community; knowledge of nuclear deterrence missions, forces, and capabilities; experience in conducting and processing analysis relating to nuclear planning, policy, transformation, future concepts, and capability requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to apply nuclear-related background, knowledge, and experience to complex issues facing the nuclear community. Knowledge of nuclear deterrence missions, forces, and capabilities. Experience in conducting and processing analysis relating to nuclear planning, policy, transformation, future concepts, and capability requirements. Knowledge of a range of methods and techniques used in operations research duties and possession of analytical abilities. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. Ability to participate in teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and formulate this process in official correspondence for top management use and decision-making. Ability to communicate effectively both orally and in writing, negotiates complex issues, think critically, and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
