About the position: This position will be assigned to the 773rd FSS Community Services Flight on JBER, AK 99506.
This is a Regular Full-Time position.
Regular Full-Time employees have a regular and continuous work schedule of at least 35 hours to a maximum of 40 hours per week. Duties
Serves as a full assistant to the Community Services Flight Chief supporting fourteen diverse recreation activities and over $7M in annual sales and revenues. Assists the flight chief in the effective and efficient operation of recreation activities at Joint Base Elmendorf-Richardson. Implements higher-level directives, formulates procedures and programs to ensure high standards of food and beverage, recreational, and entertainment/promotional programs. Develops strategic plan/in initiatives to improve partnerships with sister services and host nation businesses. Establishes, reviews, and evaluates recreation program planning, food service, purchase of supplies, equipment, and resale merchandise. Establishes financial goals commensurate with market analysis of the recreational need of the community and existing alternatives off base. Assists in budget preparation, analyzes financial results, and maintains solid financial condition of the restaurant/lounge, retail, and recreational programming. Coordinates with senior military, civilian leadership and local officials for base wide events and entertainment. Develops plans and programs to generate revenue and meet operating budget goals. Ensures the adequacy of resources needed for continued program operations. Assists in the development of operating and capital budgets. Helps ensure all recreation programs maximize marketing opportunities to ensure successful implementation. Maintains, revises, and ensures adherence to a facility improvement plan and an implementation plan. Responsible for monitoring non-appropriated and appropriated fund projects through acceptance and completion. Responsible for work force customer service standards and staff training. Responsible for program assessment and makes recommendations to flight chief for program, service and personnel efficiencies. Helps ensure flight personnel are trained, and all personnel payroll regulations are adhered to, and that safety standards are followed.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifying Experience:
Must have sufficient experience managing civilian or military retail, recreation, food service, or other commercial business enterprises which provided the knowledge, skills, and abilities necessary to perform the duties described above. Must have experience in planning, analyzing and implementing budget requirements. Must have the ability to make written and oral presentations to a variety of audiences. Must be able to effectively work with management officials at all levels. Must have experience in supervising /managing personnel and have demonstrated skill in motivating and directing a diverse work force. A Bachelor's Degree or higher with a major in business, recreation, food, or hotel management or a related field is highly desired. Experience developing, defending, implementing or administering APF and NAF budgets is highly desired. Must be able to satisfactorily complete a National Agency Check with Inquiries (NACI).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.
