Social Worker is assigned to the Mental Health Service Line as the Deputy Chief of the Residential Rehabilitation Treatment Program , where s/he will oversee clinical, administrative and facility operations. The program serves Veterans with isolated or co-occurring mental health and/or substance use disorders, and homeless veterans in need of skills training and/or mental health/substance use disorder treatment.

Duties
Program Management Responsibilities:
Oversight of professional practice competency and standards of professionalism for all professional and unlicensed assistive personnel within the RRTP as assigned by the Chief.
Implements systems to ensure the competency of professional practice for all professional and unlicensed assistive personnel within the RRTP.
Provides leadership and works collaboratively with MHSL Chiefs and RRTP supervisors for recruitment and selection of staff within the RRTP.
Assists in addressing performance deficiencies among all professional and unlicensed assistive personnel.
Responsible for assisting the Chief with the development, implementation, and oversight of operational policies and procedures for RRTP staff.
Assists the Chief by collaborating with other MHSL Chiefs to conduct ongoing program evaluation and data-driven quality improvement projects that monitor the effectiveness of clinical operations within their respective program(s).
Assists the RRTP Chief Organize and lead RRTP staff meetings to facilitate education, mentorship and supervision surrounding case disposition, care management, effective delivery of clinical interventions, adherence to administrative demands, and continuous learning.
Accountable for development and implementation of residential rehabilitation treatment education.
Assists RRTP Chief in collaborating with facility Suicide Prevention Coordinator to develop training for RRTP staff on suicide risk assessment, safety plans, standard operating procedure for transfer of Veterans to a higher level of care.
Assists RRTP Chief in collaborating with Chief of Facility Management Services, ACOS MHSL and Chief of Staff to lead planning and implementation of patient care logistics within the RRTP program and physical space.
Assists RRTP Chief in planning work to be accomplished by team members, including establishing priorities, timelines for completion, and necessary adjustments therein.
Assists RRTP Chief in monitoring compliance of team members with VA performance measures and effectively shapes practice patterns to improve standing on performance measures.
Provides clinical supervision, as appropriate, to RRTP staff regarding adherence to VA SORCC medico-legal standards and policies, documentation of CPRS procedures, and the clinical management of difficult, complex, and dangerous patients.
Resolves conflicts among team members and adjudicates complaints and problems of employees in a timely and effective manner.
Assumes responsibility for taking appropriate disciplinary actions for employees with performance problems in a timely and effective manner.
Ensures that appropriate coverage is arranged for patient care responsibilities when staff members are on leave.
Facilitates liaisons with other health care programs in order to effectively coordinate services.
Assists the RRTP Chief in attending and participating in administrative and informational meetings held by the ACOS BHSL, Chief of Staff, and/or Facility Director.
Follows regulations and instructions regarding release of sensitive or protected patient or employee information.
Participation in the BHSL Chiefs Advisory Council which advises on BHSL mission, vision, programming, curriculum development, and training as directed by the RRTP Chief.
Clinical Responsibilities:
Provides comprehensive psychological assessment and diagnostic services for Veterans with a broad range of psychopathology receiving care within the RRTP.
Provides education to patients and family members regarding mental disorders and best practice approaches to treatment.
Provides comprehensive assessment of Veterans at imminent risk of harm to self and/or others.
Provides evidence-based psychotherapeutic interventions as indicated and appropriate.
Provides consultation to health care providers about assessment findings and treatment plan for patients to ensure that care is coordinated, collaborative, and integrated within the Medical Center.
Develops, implements, and documents within the mental health treatment plan as indicated and appropriate for the specific job setting and duties of the social worker.
Complies with all Service Line documentation requirements, including standards for timely completion of EHRM patient contact notes, use of required documentation templates, clinical reminders, treatment plans, and risk assessment protocols.
Adheres to all Facility and Service Line policies and practices for delivering clinical care. Achieves minimum clinical workload expectations as established by the Service Line.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Grade Determinations:
Social Worker (Assistant Chief), GS-13
(1) Experience and Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification: The assistant service chief must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Knowledge of administrative and supervisory duties which includes personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement.
(b) Knowledge of legal, ethical, and professional standards applicable to social work practice.
(c) Ability to develop, maintain, and oversee social work programs in all settings.
(d) Knowledge of social work practice, policy, and accreditation standards across the continuum of health care.
(e) Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements.
Preferred Experience: Leadership experience preferred. Evidence-Based Therapy (CBT, Behavioral Activation, ACT, DBT, CBT-i, MET, and/or MI) experience and training is strongly preferred. Experience delivering structured adult psychotherapy in both group and individual formats is preferred. Experience treating depression, anxiety, co-occurring SUD, and other major co-morbid psychiatric disorders is also preferred. Team approach is mandatory and experience working as a professional on a multidisciplinary team is beneficial.
