This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

GENERAL DESCRIPTION: The VA SORCC is a multi- site medical system that includes a major medical facility in White City and two Community Based Outpatient Clinics. The Workplace Violence Prevention Program Manager is responsible for addressing and managing reports of disruptive behaviors across the main facility and the 2 CBOCs. The Program Manager is responsible for the administrative and clinical aspects of the Workplace Violence Prevention Program (WVPP) at the VA SORCC including the Disruptive Behavior Committee (DBC), Employee Threat Assessment Team (ETAT), Prevention and Management of Disruptive Behavior (PMDB) Program, Disruptive Behavior Reporting System (DBRS), and the Workplace Behavioral Risk Assessment(WBRA). The incumbent will be responsible for informing and writing policies, procedures, and program guidelines in the development, planning, operations, and continuous performance improvement of all components of the WVPP in the VA SORCC. The Program Manager demonstrates experience in leading diverse and interdisciplinary teams. FUNCTIONS OR SCOPE OF ASSIGNED DUTIES: The incumbent will directly supervise WVPP staff. Conducting and delegating: behavioral threat assessments to inform recommendations for individualized risk management strategies; consulting with VA Providers, clinical staff and DBC and ETAT members. Ensuring ongoing training of team members in evidence- based threat assessment and threat management practice. Providing timely and accurate responses to action items and recommendations made by the DBC. Provides quarterly updates to the Executive Leadership Board and submits WVPP­related work products directly to the Chief of Staff and/or Facility Director. Oversees the day-to-day business of the inter/multidisciplinary committee that reviews incidents of Employee­Generated Disruptive Behaviors. Oversees the functions of ETAT, including ETAT's obtaining incident reports and delegating cases to team members, assembling all available information regarding any alleged disruptive or threatening employee behavior; determining whether the reported disruptive behavior(s) pose a safety threat to individuals and/or the workplace; and if so, making risk mitigation recommendations to the Facility Director to manage the safety threat posed by the reported behavior(s). Provides oversight of the PMDB program. The incumbent will assist in, educating staff in recognizing signs and factors of potential danger, strategies for de­escalation, and identifying resources that can directly address individual needs to help improve the quality of patient care and reduce overall risk. Serves as a Facility Administrator for the DBRS. The DBRS is a secure and facility managed web-based data collection site of disruptive behavior events occurring at VHA facilities. Resposible for the development and implementation of all Standard Operating Procedures (SOP's) within the Workplace Violence Prevention Programs. Works closely with representatives from local bargaining units, Human Resources staff members, VA Police Officers, representatives from the facility's Safety Office, and Attorney's from the Office of Regional counsel. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Supervisory Social Worker, GS-13: (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
