The primary purpose of this position is to meet higher headquarters reporting requirements and to advance NGB/A1 reporting capabilities through ensuring information technology is appropriately applied to data gathering and delivery.
Duties
Advisor for branch of data analysts and data managers
Performs a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches and/or new technologies
Exercises supervisory personnel management responsibilities
Functions as the Air National Guard Lead Information Technology Specialist in Data Management on Personnel Data Systems
Provides substantive management support services in all aspects of the personnel life cycle to include: retention and recruitment, ANG Personnel Management, Career Field Review, Trained Personnel Requirement and advanced analytical studies and development

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes 1) Knowledge of and skill using data analysis tools (e.g. Excel, SAS, Oracle, Business Objects, Python, R, Tableau) to gather, assemble, and analyze facts, draw conclusions. 2) Knowledge of the analysis, design and computer programming techniques/languages and relational database structures used within the DoD and in private industry. 3) Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. 4) Familiarity with capabilities and limitations of AFPC's and ANGRC's computer equipment configuration, programming languages, ad hoc query tools, and documentation regulations. 5) Extensive knowledge of the SAS suite of integrated and data analytics software to generate queries and reports with the ability to design, build, use, and refine simulation models. 6) Ability to apply computer system and Human Resource knowledge to situations requiring cause and effect analysis.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and skill using data analysis tools (e.g. Excel, SAS, Oracle, Business Objects, Python, R, Tableau) to gather, assemble, and analyze facts, draw conclusions. Devise solutions to HR (personnel and systems) data problems and identify changes and trends.
Knowledge of the analysis, design and computer programming techniques/languages and relational database structures used within the DoD and in private industry. Skill at troubleshooting, manipulating data, extracting information and configuring/implementing changes to computer programs.
Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
Familiarity with capabilities and limitations of AFPC's and ANGRC's computer equipment configuration, programming languages, ad hoc query tools, and documentation regulations. This includes the ability to work on Microsoft platforms, including desktop office applications, as well as multimedia Internet Information delivery platforms.
Extensive knowledge of the SAS suite of integrated and data analytics software to generate queries and reports with the ability to design, build, use, and refine simulation models.
Ability to apply computer system and Human Resource knowledge to situations requiring cause and effect analysis.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
