The Primary purpose of this position is to serve as the Nuclear Mission Assurance Division (NTX) Nuclear Effects Branch Technical Advisor providing technical oversight, nuclear effects subject matter expertise, and direction to the Nuclear Effects Branch of the Mission Assurance Division.
DUTIES:
Partner with DoD, DOE, and industry stakeholders within the operational, sustainment, and acquisition communities to prioritize requirements and review mitigation strategies.
Conduct technical review of all official Branch products and efforts.
Identify and resolve highly complex problems that cross organizational boundaries and requires mastery of the field to develop innovative hypotheses, methodologies and solutions for nuclear weapon effects survivability and nuclear weapon system survivability Subject Matter Expert assessments, Modeling and Simulation (M&S) techniques and testing approaches.
Advise on nuclear effects phenomenology, technical assessments, material solutions, acquisition, thermal test, radiation test, electromagnetic test, operational and contractual issues related to requirements, systems engineering, finance, performance, and schedule trade-offs.
Provide technical expertise for Branch Test and Analysis Sections responsible for Intercontinental Ballistic Missile, Cruise Missile, Gravity Weapons, Aircraft, Nuclear Command, Control & Communications (NC3), Electromagnetic Pulse, Warhead, and Nuclear Effects evaluations.
Provide technical review of analytical and intelligence products to include risk assessments and to inform development of mitigation strategies.
SKILLS:
Experience leading working groups or teams, setting clear mission objectives, and providing feedback to team members.
Strong background in nuclear effects phenomenology science (ie. shock & blast wave physics, radiation transport, material science, thermal conductivity, heat transport, electromagnetic science, transient radiation effects on electronics, and single event upsets due to radiation) security classification guidance (SCG) adherence, modeling and simulation tool development and maintenance.
Strong understanding of nuclear weapons effects on military utility such as safe escape, base escape, ICBM launch survivability, system hardening techniques, risk mitigation procedures, and ground/air/support equipment vulnerabilities, stockpile-to-target hardening assessments, and military characteristic definitions.
Subject Matter Expertise in critical nuclear weapon design information & weapon outputs.
Mathematical expertise to enhance Uncertainty Quantification assessments.
Experience in executing lab-scale and full-scale testing along with the ability to develop test plans as well as gather/assemble/analyze and interpret the test data to provide results to decision-makers.
Experience in working effectively with multiple DoD, DOE, academic, and private industry organizations.
Risk Management and System Engineering knowledge and/or experience.
IDEAL CANDIDATE:
Candidates should have a strong background in multiple Engineering disciplines and program management.
Candidates should have demonstrated success in resolving complex, ambiguous systems engineering problems through technical expertise, modeling & simulation, and test & evaluation.
Candidates should also have demonstrated success integrating disparate organizational expertise, subsequent products into a cohesive assessment, and technical requirements within contractual and other funding documents.

- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
- Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.
- An advanced degree is highly desired.
- This position has been designated as an Non- Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- Incumbent must have a Bachelor of Science Degree in Engineering. An advanced degree and completion of Intermediate or Senior Developmental Education (IDE/SDE) are highly desirable.

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
Knowledge of the mission, roles, functions, organizational, structure, and operation of the DoD, Air force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment.
