Serves as the lead specialist for events management function within OFOM requiring planning and executing events and meetings of all sizes and with audiences that may include senior leaders, FHFA staff, staff from other federal agencies or the regulated entities, and the public. Serves as the primary contact on high profile events.

Duties

Events management work includes planning, execution, contracts and budget management, and coordination of facilities, technology, catering, and other necessary activities to consistently deliver successful events with a focus on responsiveness and customer service. Provide comprehensive management for the agency's largest, most complex, and most critical events and meetings. These events may include high-level leaders from the regulated entities, other federal agencies, and may be open to the public or are otherwise designated as critical by senior FHFA leadership. Assesses needs for events, reviews potential meeting spaces, accommodations, audio/visual support needs, catering requirements, and other requirements. Recommends options to event clients and works to execute events as requested. Consults with clients on event or meeting agendas and schedules to maximize the efficiency and effectiveness of each engagement. Reviews requests for event or meeting management support from FHFA staff and leadership. Assesses complexity and nature of requests and delegates event planning duties to other event management staff as necessary. Ensures full coverage for events, including assigning OFOM staff to cover or attend events. Coordinates the involvement of other events management staff and contractors in the implementation and execution of larger scale events, such as those including all FHFA employees, or which expect a significant public attendance. Provide work direction and project management for complex and large-scale events, including both pre-planning work and day-of execution. Serve as primary contact for the Office of the Director and other senior staff on planning and executing meetings and events of all sizes. Proactively works with executive leadership and support staff to ensure seamless execution of events and meetings. Prepares contingency plans and other flexibilities to respond to last minute changes to events or meetings. Leads the development of events budgets, including working with contacts across the agency to identify event's needs, liaising with Budget staff to ensure availability of appropriate funds, and ensuring the responsible stewardship of funds for events. Reviews events budgets prepared by other staff to ensure consistency across the program. Manages the review, revision, and application of policies related to conferences and events, including FHFA Food and Beverage policy. Receives recommendations for policy updates and evaluates feasibility and impact of recommended changes. In unusual or urgent situations, reviews and evaluates potential exceptions to these policies and makes recommendations to the Associate Director for Agency Operations on approving or denying exceptions to applicable policies. Conducts post-event analysis and gather feedback from clients and attendees. Applies client and attendee feedback, as well as best practices in the field, to ensure continuous improvement of the Agency's event planning practices and capabilities. Manages contracts related to events, such as catering, audio/visual support, meeting, and event facilities. Reviews and audits invoices for both ongoing support contracts and one-time purchases. Serves as Contracting Officer's Representative for assigned contracts and leads negotiations for complex and expensive goods and services related to assigned events. Acts as backup for the FHFA room reservation and conference reservation system, including all facilities within Constitution Center. Responds to reservation requests and inquiries as necessary when other staff are unavailable. Coordinates reporting on events, attendance, expenditures, and other data points related to events management. Reviews reporting and tracking systems to identify potential areas for improvement or to address potential shortfalls. Provides comprehensive reporting for senior leadership on the event planning function. Other duties as assigned. Note: requires incumbent to obtain and maintain a COR certification.

Qualifications

Qualifying experience for the EL/GS-13 level includes one year of specialized experience at least equivalent to the EL/GS-12 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include the following: Providing overall management for large scale (400-500 attendees) events, including managing venues, catering, agendas, technology, registration, and day-of oversight. Working directly with senior leadership (executives, SES, or similar) to plan and execute events or meetings that include attendees from outside of the agency or organization. Managing the full event life cycle (planning, catering and venue contracting, scheduling, registration, day-of coordination, and post-event review) including coordinating the efforts of contractors and other staff to ensure success. Developing and managing contracting vehicles to ensure a wide range of options for technology, venues, catering, or other events management components are available to meet the needs of a variety of events. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
